Minutes of a Special Meeting
of the
Friendswood Planning and Zoning Commission July 10, 2000 A special meeting of the Friendswood Planning and Zoning Commission was held Monday July 10, 2000 at 7:00 p.m. in the City Hall Council Chambers located_ at 910 S.Friendswood Drive, Friendswood, Texas.Burke McVeigh Frankovich Benthul Bertrand Hodge -City Engineer Steelquist -Development Coordinator Dominguez -City Planner With a quorum present, Clark, and Finger absent, the meeting was called to order by Mr. Frankovich and who opened the portion of the docketed joint public hearing to consider the following: To receive comments from the public both oral and written, regarding the following: 1.Requesting Zone Reclassification For 50.04 Acres, Located At West Bay Area
Boulevard at Park Bend Drive, Harris County, Texas From: Single FamilyResidential/Multi Family Residential-High Density (SFR/MFR-H) to : PlannedUnit District (PUD).Mr. John Hammond, representing Friendswood Development, addressed thecommissioners and city council regarding the PUD. Mr. Steve Murulo of MissionEstates requested the status of the current zoning. A citizen also questioned howfire and police security would be handled and if the city would be responsible forthe maintenance of the street. A homeowners' association will be created tomaintain the private street at the time of platting.No further comments were received.2.Requesting A Specific Use Permit -Residential Gated Community (SUP-RGC)For 32.69 Acres, Located At West Bay Area Boulevard south of Park Bend
Drive, Harris County, Texas.3. No comments were received.Requesting A Specific Use Permit -Banquet Facility, Chapel, Spa, Hair Salon,
Office Space, Restaurant, Florist, Retail Medical Office And Health Services,for property located at 107 Shadwell, Lots l, 2 And 3, Block 1, Winding HollowSubdivision, Galveston County, Texas.1
The applicants, Ms. Sandra Symon and Ms. Apolla Beasley, addressed the
commission and city council regarding the SUP application.
Ms. Penelope Burke suggested the commission require a permeable parking surface
be used to protect the old growth trees in and around the proposed parking lot.
No other comments either for or against the application were received.
4.Requesting Zone Reclassification for property located at 555 E. Parkwood (FM
528), Part OfLots 16, 17 And 18, Voss Subdivision, Galveston County, Texas
From: Single Family Residential (SFR) to: Planned Unit District (PUD).
Mr. Burke excused himself from the hearing at this time.
Mr. Chuck Davis of 1500 Winding Way addressed the commission and city council
for the applicant. Comments and discussion were held by City Council and
commissioners regarding the use of a private road and how it would relate to
current city requirements. Mr. Davis indicated a Subdivision Modification would
be requested to meet cutTent city road requirements.
How access of the pro posed subdivision onto FM 528 would be made was clarified
after a question from a neighboring citizen.
Mr. Don Kirsner of 606 N. Clear Creek Drive expressed concern regarding the lack
of drainage details in the proposed site plan. His concern was for increased runoff
from proposed subdivision's rear lots onto the N. Clear Creek Drive lots in the
Forest Bend Subdivision.
No further comment ei ther for or against was received.
5.Requesting A Specific Use Permit -Residential Gated Community (SUP-RGC)
for property located at 555 E. Parkwood (FM 528), Part Of Lots 16, 17 And 18,
Voss Subdivision, Galveston Cmmty, Texas
Mr. Davis responded to Mr. Kirsner 's concerns. No further comment either for or
against was received.
With no further comment, the public hearing was closed and the meeting was adjourned
at 7:30 PM.
