Minutes of a Special Meeting
of the
Friendswood Planning and Zoning Commission
August 2, 1999
A special meeting of the Friendswood Planning and Zoning Commission was held
Monday, August 2, 1999 at 7:00 p.m. in the City Hall Council Chambers located at 910 s.
Friendswood Drive, Friendswood, Texas. The following members were present:
Finger -Chair
McVeigh
Bertrand
Frankovich
Clark
Hodge -City Engineer
Lamb -Secretary
Mickelson -City Attorney
Measeles -Council Liaison
With a quorum present, Burke and Benthul absent, Chair Finger opened the meeting to discuss
the following:
Docketed joint public hearing:
To receive public input, either oral or written, regarding the following:
1.A zone classification change request for property located at 107
Shadwell, Lots 1, 2, and 3, Block 1 Winding Hollow Subdivision,
Galveston County, Texas from Office Park District (OPD) to Planned Unit
Development (PUD).
Apollo Beasley addressed the commission regarding the salon,
day spa and restaurant that is expected to go in to this location.
These uses will require a specific use permit and a second public
hearing. No one spoke in favor of the zone change request, nor
was there opposition.
2.A zone classification change request for property located at 4426 D,
F.M. 2351, 2.270 acres out of Division "B" of Lot 64, of the Hoidale
Coffman Addition, Harris County, Texas, from Community Shopping
Center (CSC) to Light Industrial (LI).

Chair Finger explained the difference between the permitted uses
in CSC and in a LI classification. Herb Davis represented the
owner of the property. The back half of the property is zoned LI
but the first 300 feet is zoned CSC. There are 4 existing
buildings, all of which have business' that would be allowed in a LI
zone. A proposed paint and body shop is not allowed in a CSC
but is permitted in a LI. No one spoke, either in favor of, or in
opposition to the request.
A request for a Specific Use Permit -New and Used Book Store for
property located at 607 S. Friendswood Drive #18, Friendswood Village
Shopping Center, Galveston County, Texas. Property is zoned Original
Business District (OBD).

Mary Lou Sheridan addressed the Council and Commission
regarding a proposed book store. Used merchandise stores are
not allowed in the City except with a specific use permit. The
book store will be called "Novel Approach", and will sell primarily
used books. There will be some new books and perhaps audio
books. There will be romance novels and children's books but
nothing that is classified as "adult only" magazines.
Two people spoke in favor of the request, none in opposition.
