Minutes of a Special Meeting
of the
Friendswood Planning and Zoning Commission
August 26, 1999
A special meeting of the Friendswood Planning and Zoning Commission was held
Thursday, August 26, 1999 at 7:00 p.m. in the City Hall Council Chambers located at 910 s.
Friendswood Drive, Friendswood, Texas. The following will be considered.

Minutes for approval -August 2, 1999; August 5, 1999; August 19,
1999 -approved as read
August 12, 1999 -approved as corrected
Communications from the public -none
2.Preliminary Plat of Leslie's Lots located on Mandale and Canal Drive.
3.
The well head is not abandoned and was just purchased by another entity. An
environmental survey was preformed and everything was clear.
Motion: Benthul to approve plat with staff conditions being met.
Second: Clark
Motion for: Unanimous Motion Carried
Preliminary Plat of Manison Commercial located on F.M. 528 near F.M. 518.
Developer will have to recheck lot sizes of 2 lots before the final plat can be
approved, if adjustments necessary.
Motion: Burke to approve plat with staff and P&Z conditions being met.
Second: Clark
Motion for: Unanimous Motion Carried
4.Preliminary Plat of Briarmeadow Subdivision located at Greenbriar and
Briarmeadow.
Motion: Benthul to approve plat with staff conditions being met.
Second: McVeigh
Motion for: Unanimous Motion Carried
5.Preliminary Plat of Autumn Creek Section 4 -15.95 acres.
The note regarding concrete pavers will be put on the plat for Section 3 since
that is the plat that will be effected.
Motion: McVeigh to approve plat with staff and P&Z conditions being met.
Second: Clark
Motion for: Unanimous Motion Carried
6.Preliminary Plat of Autumn Creek Section 6 -36.23 acres.

Park dedication ordinance -Parks Board is meeting to draft 100%
forgiveness for developers who meet certain requirements.
El dorado extension -
Motion: Benthul to encourage the City Council to pursue the
extension.
Second: Burke
Motion for: Unanimous Motion Carried
Height ordinance (public hearing 8/5/99) -Tommy Rives brought up
height requirements in residential areas; however, since the public
hearing was for commercial areas only, residential height will have to
appear on a future agenda.
Motion: Benthul to recommend City Council approve the proposed height
ordinance.

Communications from:
a.Staff -There are 6 public hearings on September 2, 1999, 5 joint public
hearings with City Council and one that is P&Z alone. There is a Planner
position in the budget.
b.CCDD liaison -informed the Commission about the status of the CCDD budget.
c.Council liaison -none
d.Commissioners -the Planning and Zoning Commission would like to have
a planning meeting at least once a quarter. This item will appear on the
September 16, 1999 meeting agenda. With regard to the Windsong
Intermediate School, staff is directed to contact the school district about
crossing guards, bike riders, etc. TxDOT has indicated a light may be
warranted at DeSota Drive, but not until their next fiscal year budget is
approved.
