Minutes of a Regular Meeting
of the
Friendswood Planning and Zoning Commission
October 7, 1999
7:00 p.m.
A regular meeting of the Friendswood Planning and Zoning Commission to be held
Thursday, October 7, 1999 at 7:00 p.m. in the City Hall Council Chambers located at 910 S.
Friendswood Drive, Friendswood, Texas. The following members were present:

Frankovich
Burke
Hodge -City Engineer
Henry -Development Coordinator

Lamb -Secretary

With a quorum present, Benthul and Clark absent, Chair Finger called the meeting to order to
consider the following:

Communications from the public -concerns about traffic and drainage were expressed
by the residents who live off of San Joaquin Parkway. The concerns were with regard to
the proposed subdivision to be developed by Mr. Rebescher. Since this item was not a
discussion item on the agenda, the Commission could not comment.
A request for a variance to the Subdivision Ordinance regarding an access easement
for the Lacabe Property located on Queens Lane.
The owner of the property can get one building permit for this property. Mr. LaCabe
would like to subdivide the property into 2 lots; however, the Subdivision ordinance
requires access to a public street. Queens Lane is not a city maintained road, therefore,
the variance would be all the way to Cedarwood. There are 5 lots in the original Lunney
Subdivision. Queens Lane offers access to all five lots but there is question as to who
owns the right-of-way.
Motion: Bertrand -table the item until the Commission can be provided with
proper documentation as to the ownership of Queens Lane.

Vote For: Unanimous Motion Carried
Crawford Drive Extension -letter and petition.
There were numerous people from Longwood Park protesting the proposed extension of
Crawford into the proposed Forest Subdivision. The residents of the community
presented pictures of Crawford Drive and of their community. It is a quiet, enclosed
neighborhood and the concern is that the increased traffic flow would create many
problems for the neighborhood. Issues of concern were safety of their children who ride
bicycles and skateboard on the street, increased traffic flow on the already deteriorated
streets in Longwood Park, and the aesthetics of the neighborhood. The citizens asked
the City to work with the developer of the Forest so that Crawford would not be used as a
collector street.

4.Pre-app plat for Chandler Special Subdivision located on Linson. Lane.
Linson Lane is a public right-of-way, a City maintained street and is not in a platted
subdivision. This subdivision has roadside ditches and there was some concern if a
sidewalk is needed.
5.Pre-app plat of Autumn Creek Multiple Family Residential 2 (MFR-H)
John Hammond with Friendswood Development presented the proposed. There were
no comments at this time.
6.Pre-app plat of Autumn Creek Estates (SFR).
Friendswood Development is proposing a private gated community with 7 lots. This may
require a variance to the subdivision ordinance.
7.Discussion of the approach to modifying the Zoning Ordinance to accomplish the
zoning related recommendations of the Open Space Task Force.
McVeigh and Finger will work on Cluster Housing, Burke and Frankovich on landscaping
issues, Bertrand and Benthul on linear open space issues.
8.Consideration and possible action regarding the following:
a.Glare Ordinance -No comments at this time.
b.Park Dedication Ordinance -No comments at this time.9.Communications from:
