Minutes of a Special Meeting
of the
Friendswood Planning And Zoning Commission
October 14, 1999
A Special Meeting of the Friendswood Planning and Zoning Commission was held Thursday,
October 14, 1999 at 6:30 p.m. in the second floor conference room -Community Development
Department located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were
present:
Finger -Chair
Burke
Bertrand
Frankovich
Benthul
With a quorum present, Clark and McVeigh absent, Chair Finger opened the meeting to consider the
following:
Workshop:
1.Planning And Zoning Commission Planning Projects For The Next Year.There are two groupings of issues that the Commission has to address. The first grouping contains those planning projects that are underway. The second contains possible new projects for the coming year. Projects Underway: •Revision of the Subdivision Ordinance -The Commission has reviewed the revised ordinance twice. Staffhas incorporated the suggestions made during the last review.•Completion of the Design Criteria Manual -The Commission has reviewed this new document once andStaff has incorporated many of the comments that were put forth. This document supplements theSubdivision Ordinance in that it contains most of the teclmical requirements related to development ofsubdivisions.•Completion of the revised Glare Ordinance -Cunently, Friendswood's Glare Ordinance has been ruledinvalid by the municipal court because of lack of specificity. The Commission has given staff direction andis waiting for the preparation of the revised ordinance for action.•Investigation of maximum building height criteria for buildings not included in the taller building sectionof the Height Ordinance -Staff is cunently researching this issue with the goal of bringing arecommendation to the Commission.•Response to the Open Space Task Force request for ordinance revisions to permit cluster housingdevelopments in Friendswood-A task group of Commissioners (Bill Finger and Zekie McVeigh) iscuffently working on this issue with the goal of bringing a proposal to the Commission.•Response to the Open Space Task Force request for ordinance revisions addressing parking lotlandscaping, residential lot landscaping, and tree replacement criteria for trees destroyed duringdevelopment and constmction -A task group of Commissioners (Tom Burke and Frank Frankovich) iscunently working on this issue with the goal of bringing a proposal to the Commission.

( j •Response to the Open Space Task Force request for ordinance revisions to address linear green space -Atask group of Commissioners (Harless Benthul and Bob Bertrand) is cunently working on this issue withthe goal of bringing a proposal to the Commission.•Development of a Downtown District plan -The City has almost passed a Downtown Overlay Districtordinance that has imposed essentially the same requirements on development in the downtownFriendswood area as are imposed along Friendswood's entryways. City Council requested the CityManager to fonn a committee to address not only the Downtown Overlay District architectural issues, butalso to address land use issues in the Downtown District. The City Manager is cu1Tently organizing thecommittee. There will be Commission representation on the committee. After the committee makes itsrecommendations and if ordinance revisions are required, the Commission will make appropriaterecommendations to Council for enacting ordinance revisions.Proposed Projects: Hike and bike trail plan, Regional/sub regional detention plan, commercial/industrial infrashucture development plan, explore methods to encourage lower cost housing, evaluate flood plain development alternatives, define and recommend completion of critical thoroughfare links, coordinate preparation of Comprehensive Plan summary, revise zoning and subdivision ordinances to enhance enforcement, evaluate existing roadway safety issues, develop plan for inter government cooperation on planning issues, review and update the Land Use Plan, and update the Pennitted Use Table.
