Minutes of a Regular Meeting
of the
Friendswood Planning And Zoning Commission
February 4, 1999
A regular meeting of The Friendswood Planning And Zoning Commission was held
Thursday, February 4, 1999 at 7:00 p.m. in the City Hall Council Chambers located at 910 S.
Friendswood Drive, Friendswood, Texas. The following members were present:
Finger -Chair
Mcveigh
Bertrand
Burke
Frankovich
Benthul
Hodge -City Engineer
Henry -Development Coordinator
Lamb -Secretary
Mickelson -City Attorney
Measeles -Council Liaison
With a quorum present, Clark absent, Chair Finger called for communications from the public
for items that did not appear on the agenda. Having none, the following items were considered:
1.Consideration And Possible Recommendation to City Council Regarding The Following:
A.A Zone Classification Change Request For Property located at 1408 S.
Friendswood Drive, 7.1854 Acres, Galveston County, Texas From
Community Shopping Center (CSC) to Multi-family Residential -High
(MFR-H-H).

B.A Request For a Specific Use Permit For Property Located at 1408 S.
Friendswood Drive, 7.1854 Acres, Galveston County, Texas For Multi
family High With Specific Use Permit For Townhomes.
There issue of drainage has not been fully resolved.

3.Consideration And Possible Action Regarding The Final Plat of Abrahamson
Estates.

Pre-app Site Plan For Moody Bank to Be Located on FM. 528 at Sunset.
There were concerns about one drive being so close to the signal light. Traffic
flow was discussed as was sharing of the adjacent driveway.

5.Pre-app Site Plan for Albertson's Tract to Be Located on Fm. 528 at Bay Area
Blvd.
There was discussion about shared driveways and trading off parking for
additional landscaping.
6.Consideration and Possible Recommendation Regarding the Final Site Plan for
First Baptist Church.
The church doesn't have enough parking and it was suggested that the two
proposed site plans be submitted as one. The proposed plan was withdrawn by
the developer.
7.Consideration and Possible Action Regarding the Final Plat of Windsor
Estates Section 2.

Should there be a 100 year storm, there would be approximately 12-inches of
water in the street, according to engineering calculations. This item will be
tabled until emergency management personnel are consulted.

There will be a workshop on February 24, 1998 to discuss these issues.
9.Communications From:
A.Staff -none
B.Council Liaison -none
C.Commissioners -there is an issue of sidewalks in the commercial
districts; 10-feet as opposed to 4-feet. Commissioner Burke also stated
he was opposed to the Commissioin imposing new requirements on a
final plat.
