Minutes of a Regular Meeting
of the
Friendswood Planning And Zoning Commission
January 21, 1999
A Regular Meeting of the Friendswood Planning And Zoning Commission was held Thursday,
January 21, 1999 at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive,
Friendswood, Texas. The following members were present:
Finger -Chair
McVeigh
Benthul
Burke
Hodge -City Engineer
Henry -Development Coordinator
Lamb -Secretary
Bertrand (arrived 7:50)
With a quorum present, Frankovich and Clark absent, Chair Finger opened the regular meeting of the
Planning and Zoning Commission to order to consider the following:
1.A.B.Minutes for Approval -January 7, 1999 -approved as corrected
Communications From The Public -none
2.Final Plat of Falling Leaf Estates.

Preapp Site Plan -Sonic to Be Located at FM. 528 And Bay Area Blvd.
There were several issues discussed; however, the developer must coordinate his efforts
with the City and with Friendswood Development. The driveway, to the west towards
Alvin, should be moved to straddle the property line so that the drive can be shared with
the adjacent property owner. Regarding the 50-foot of landscaping, who will put it in and
when? The developer is to justify the number of parking spaces, find out if there is to be
lit canopy and are all the car hop slots under the canopy? Is there a drive thru? Also,
item number 20 -developer must idicate the location on the site plan. Sidewalks were
also discussed.
4.Consideration And Possible Recommendation to City Council Regarding The Height
Ordinance.

The Commission will determine if there is a demand for taller buildings in the City of
Friendswood, and if so, what the criteria might be for allowing construction taller than 35-
feet.
Consideration And Possible Recommendation to City Council Regarding Vision 2020.
Commissioner Burke spoke to the Commission about the need to secure and preserve
"Open Space" in the City of Friendswood. Alternate methods for incorporating policies
were discussed. Commissioner Burke will draft a recommendation to City Council, which
will be reviewed by the Commission at a future meeting.
