Minutes of a Special Meeting
of the
Friendswood Planning And Zoning Commission
April 22, 1999
A Special Meeting of the Friendswood Planning And Zoning Commission was held
Thursday, April 22, 1999 at 7:00 p.m. in the Conference Room (2nd Floor) of City Hall located
at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present:
Finger -Chair
McVeigh
Burke
Bertrand

Measeles -Council Liaison
Members of the Community Appearance Board (CAB) in attendance:
Hood -Chair Winfrey

Corey Branson -Director of Community Services
Organ Bell -Chamber of Commerce
With a quorum present, Benthul, Clark and Frankovich absent, Chair Finger called the meeting
to order to consider the following:
Joint Workshop With The Community Appearance Board to Discuss The Following Items:
1.Discussion Regarding Downtown Overlay District (DOD) Implementation
Approach.
Chair Finger explained the purpose of an overlay district and presented four (4)
possible implementation approaches:
A.Rename the Entryway Overlay ordinance and set the renamed ordinance
in place as the Downtown Overlay District ordinance. Follow-up with
modifications to tailor the ordinance to a specific downtown theme.
Development in the downtown district continues under overlay conditions
while the downtown themes are being developed for inclusion in the
Downtown Overlay District.

Develop a Downtown Overlay ordinance from the ground up
incorporating all of the specific downtown theme modules before
including it in the Zoning Ordinance. Development in the
downtown district continues as currently regulated in the
downtown district while the Downtown Overlay District ordinance
is being developed.

including it in the Zoning Ordinance. Enact a development
moratorium for the downtown district while the Downtown Overlay
District ordinance is being developed. No development would be
permitted in the downtown district while work on the Downtown
Overlay district is in progress. •
D.Do not create a Downtown Overlay District. Development in the
downtown district continues as currently regulated.
There was discussion regarding the legality and the ramifications of a
moratorium. If the two bodies were to agree that a moratorium would be their
best option, Planning and Zoning would make recommendation to the City
Council who would make the final decision and declaration. Chair Finger
explained each procedure and discussion followed regarding the prioritization of
the 4 items and other concerns.
2.Discussion of Potential DOD Themes.

Different themes and cities were discussed.
Discussion of Future DOD Actions.
Chair Finger asked the CAB to discuss these options at their April 27th meeting,
prioritize them or develop other workable solutions, consider themes and make a
recommendation to Planning and Zoning prior to P&Z's May 6th meeting
concerning approach prioritization. A tentative date for a second workshop
between P&Z and the CAB is May 13, 1999 to discuss themes and work
