Regular Meeting
Planning and Zoning Commission
December 17, 1998
A regular meeting of the Friendswood Planning and Zoning Commission was held Thursday,
December 17, 1998, at 7:00 P.M. in the City Hall Council Chambers located at 910 S. Friendswood
Drive, Friendswood, Texas. The following members were present:
Finger -Chair
McVeigh
Burke
Frankovich
Mickelson -City Attorney
Lamb -Secretary
With a quorum present, Bertrand, Clark and Benthul absent, Chair Finger called the meeting to order to
consider the following:
1.Communications from the Public -Keith Kraus addressed the commission regarding
landscaping at Compass Bank. The commission advised Mr. Krause of his options in order to
remove and replace some existing trees.
2.Amended Plat of Sunmeadow Section 1 -Amend Lot 49 And South ½ of Lot 48 of Block 3
(Two Lots Into One).
Motion: Frankovich -to approve
Second: McVeigh
Vote for: Unanimous Motion Carried
3.Recommendation to City Council regarding a zone classification change request from
Community Shopping Center (CSC) to Planned Unit Development (PUD) -1212 Winding Way
Motion: McVeigh -to recommend approval
Second: Frankovich
Vote for: Unanimous Motion Carried
4.Consideration And Possible Recommendation to City Council Regarding a Request For a
Specific Use Permit/apartments For Property Zoned Multi-family Residential High Density
(MFR-H) -17.747 Acres, Tract I, Restricted Reserve "A", for property located at West Bay Area
Boulevard and F.M. 528, Harris County, Texas.
Motion: McVeigh -Recommend approval with elevations in file.
Second: Frankovich
Vote for: Unanimous Motion Carried
5.Consideration And Possible Recommendation to City Council Regarding a Proposed
Amendment to The Zoning Ordinance 84-15, Regarding Nonconforming Use
Requirements.
Time limitation for building was changed from 6 months with a possible 6 month extension to 12
months with a possible 6 month extension.
Motion: Burke -Recommend approval with the change
Second: McVeigh
Vote for: Unanimous Motion Carried
6.Consideration And Possible Recommendation to City Council Regarding a Proposed
Amendment to The Zoning Ordinance 84-15, Regarding Entryway Overlay District Zoning
Regulations And Boundaries.
Motion: McVeigh -recommend approval
Second: Burke
Vote for: Unanimous Motion Carried

Amendment to The Zoning Ordinance 84-15, Regarding Building Heights.
Motion: McVeigh -recommend approval Second: Burke Vote for: Unanimous Motion Carried 10.Discussion of Oil and Gas Equipment Setbacks.Chair Finger explained the current setback requirements. Problems related to Tejas pipelinethat cross Windsor Estates, were also discussed.11.Communications From:A.Staff -Mickelson stated that she should have a proposed draft of the revised Rules of
