HomeMy WebLinkAboutP&Z Minutes 1998-12-07 Special[ 1 I l Minutes of a Special Meeting of the Friendswood Planning and Zoning Commission December 7, 1998 A Special Meeting of the Friendswood Planning and Zoning Commission was held Monday, December 7, 1998, at 7:00 P.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas regarding the items of business according to the agenda listed below. The following members were present: Finger -Chair McVeigh Benthul Bertrand Frankovich Burke Docketed Joint Public Hearing Hodge -City Engineer Lamb -Secretary With a quorum present, Clark absent, Chair Finger called the meeting to order and opened the joint public hearing. Finger explained the procedures and purpose of the public hearing. With no further comment, the following were A.A Zone Classification Change Request from Community Shopping Center (CSC) to Planned Unit Development (PUD). For property located at 1212 Winding Way, 0.5223 acres out of Lot 48, Voss Subdivision, Galveston County, Texas. This is a narrow lot, located directly behind the Truman Taylor Insurance Building. Three people spoke in favor of the request, none in opposition. B.A Request for a Specific Use Permit/Apartments for Property Zoned Multi-Family Residential High Density (MFR-H) -17.747 Acres, Tract I, Restricted Reserve "A", for Property Located at West Bay Area Boulevard and F.M. 528, Harris County, Texas. There will be a limited access gate with EZ tag on the windshield, a community building for social events, a leasing office and exercise equipment. In addition, there will be a putting green, volley ball, a pool, spa, and two scenic lakes that will also serve as detention ponds. Elevations of the building were presented. There will be 21 buildings with 10 units per building and with each having their own garage. 6 units will have carports rather than garages. One person spoke in favor, none in opposition. C.Proposed Amendment to the Zoning Ordinance 84-15, Swimming Pool Setbacks. Chair Finger explained the ordinance amendment, addition that it defines a pool as an accessory structure. One person spoke in favor of the proposed amendment, none in opposition. D.Proposed Amendment to the Zoning Ordinance 84-15, Zones NC, Op, and LNC, and a 10 Foot Landscaped Open Space for Commercial Zoning Categories. Questions arose regarding existing properties. The issue was resolved when the nonconforming structure amendment was discussed. E.Proposed Amendment to the Zoning Ordinance 84-15, Regarding Entryway Overlay District Zoning Regulations and Boundaries. l l I l P&Z 12/7/98 Page 2 Four people spoke in opposition to the ordinance, others simply asked for clarification of issues. Three spoke in favor of the ordinance amendment. F.Proposed Amendment to the Zoning Ordinance 84-15, Regarding Nonconforming Use Requirements. Chair Finger explained the differences between the existing ordinance and the proposed amendment. Several spoke in favor of the proposed amendment, but asked for a longer time to have to start construction. With insurance involvement, it is believed that a 6 month period with a six month extension is not adequate. G.Proposed Amendment to the Zoning Ordinance 84-15, Regarding Building Heights.
