HomeMy WebLinkAboutP&Z Minutes 1998-12-03 Regular\ {� l j l Regular Meeting Planning and Zoning Commission December 3, 1998 A Regular Meeting of the Friendswood Planning and Zoning Commission was held Thursday, December 3, 1998, at 5:30 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas regarding the items of business according to the agenda listed below. The following members were present: Finger -Chair McVeigh Benthul Bertrand Tom Parker -HCFCD Hodge -City Engineer Measeles -Council Liaison Mickelson Lamb -Secretary Frank Frankovich (arrived for regular meeting) 5:30 P.M. -Workshop -with Harris County Flood Control District: 1.Review and Discuss: A.Development Process B.Regional Detention C.Corp Project With a quorum present, Burke, Clark and Frankovich absent, the meeting was called to order. Tom Parker with Harris County Flood Control District (HCFCD) met with members of P&Z to discuss the District's procedures regarding plats that come before them. To be discussed are issues of the flood control district beyond creek ditches and detention impact fees. Mr. Parker stated that the district relied on technical advisors when the property was in unincorporated Harris County to determined if detention is necessary. If the property is a 1 acre tract with one ownership, the district defers to the City. If it is a larger tract, 50 acres with 40 homes, the district may require additional detention. The procedures for HCFCD and for P&Z were discussed. When necessary, the district will sign a plat after it has received approval. If the plat does not require district's approval, a letter will be sent, indicating the district does not need to look at a particular plat. Workshop was closed at 6:40 p.m. 7:00 P.M. -Regular Meeting Commissioner Frankovich joined the Commission. Chair Finger opened the regular meeting of the Planning and Zoning Commission, calling for Communications from the Public. Having none, the following items were considered: 2.Pre-app Plat for Abrahamson Estates -Lundy Lane. This is a 7.6 acre tract, purchased by the Abrahamson's several years ago. There is a private road that serves as access to the property located at the rear of this property. 3.Pre-app Site Plan for Auto Check #17 -F.M. 528 and Sunset. There are 2 proposed driveways and the commission informed Mr. Vashtani, engineer of the project, that there can only be one. He will remove the driveway nearest.the common drive for the Pret's subdivision. Issues of landscaping, lighting, and sidewalks were discussed. A sidewalk will be added along FM 528. Tie in to the adjoining apron to be provided. 4.There was a general review of Items on the Agenda for December 7, 1998 (Joint Public Hearing with City Council). A.Zone Change Request -1212 Winding Way. B.Request for Specific Use Permit/Apartments -Bay Area Blvd. & F.M. 528. ( P&Z 12/3/98 Page 2 C.Swimming Pool Setbacks D.Ten Foot Landscaped Open Space for Commercial Zoning Categories E.Entryway Overlay District Zoning Regulations and Boundaries. F.Nonconforming Use Requirements. G.Building Heights. 7.Communications From: A.Staff - none B.Council Liaison -none C.Commissioners -Chair Finger said he had met with the Pipeline Safety Committee and they are redrafting the portion of the ordinance that deals with pipelines, well, etc. Of particular concern are the set back requirements for pipelines.
