HomeMy WebLinkAboutP&Z Minutes 1998-10-01 Regular[ 1 [ [ Regular Meeting Of the Friendswood Planning and Zoning Commission October 1, 1998 A Regular Meeting of the Friendswood Planning and Zoning Commission was held Thursday, October 1, 1998, at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Finger -Chair Burke (late) Clark McVeigh Bertrand Hodge -City Engineer Henry -Development Coordinator With a quorum present, Frankovich and Benthul absent, the following items were considered: 1.Minutes for Approval -July 2, 1998; September 17, 1998 -approved as read. September 3, 1998 -approved as corrected 2.Communications from the Public Laurie Ewing and Susie Westphal with the Community Appearance Board (CAB) requested that the Planning and Zoning Commission and the CAB have a joint workshop in the near future. The CAB would like to encourage maintaining as many trees as possible, by passing an ordinance or by purchasing property to preserve the "wood" in Friendswood. 2.Consideration and Possible Recommendation Regarding: A.A Zone Classification Change Request from Office Park District (OPD) to Single Family Residential (SFR) for Property Located at Fm 528 and Bay Area Boulevard, 29.416 Acres, a Portion of Tract 2, Proposed Autumn Creek Development (Bay Park Properties), Harris County, Texas. B.A Zone Classification Change Request from Single Family Residential (SFR) to Multi-Family Residential Garden Home District (MFR-GHD) for Property Located at Fm 528 and Bay Area Boulevard, 19.418 Acres, a Portion of Tract 2, Proposed Autumn Creek Development (Bay Park Properties), Harris County, Texas. C.A Zone Classification Change Request from Office Park District (OPD) to Multi­ Family Residential Garden Home District (MFR-GHD) for Property Located at Fm 528 and Bay Area Boulevard, 54.341 Acres, a Portion of Tract 2, Proposed Autumn Creek Development (Bay Park Properties), Harris County, Texas. D.A Zone Classification Change Request from Multi-Family Residential -High Density (MFR-H) to Multi-Family Residential Garden Home District (MFR-GHD) for Property Located at Fm 528 and Bay Area Boulevard, 13.226 Acres, a Portion of Tract 2, Proposed Autumn Creek Development (Bay Park Properties), Harris County, Texas. E.A Zone Classification Change Request from Multi-Family Residential -High Density (MFR-H) to Single Family Residential (SFR) for Property Located at Fm 528 and Bay Area Boulevard, 16.405 Acres, a Portion of Tract 1, Proposed Autumn Creek Development (Bay Park Properties), Harris County, Texas. P&Z requested that staff tally the zone changes. r 1 \ I l 1 P&Z 10/1/98 Page 2 Motion: Bertrand -to approve all of the zone change requests in Autumn Creek Development. Second: Clark Vote for: Unanimous 3.Final Plat of Friends Knoll Subdivision. Motion carried Harold Benson presented the final plat of Friends Knoll Subdivision. The Commission requested a revision to the vicinity map to include the commercial tract of the plat. Motion: Clark -to grant approval with the revision to the vicinity map. Second: Bertrand Vote for: Unanimous Motion carried 4.Final Plat of Parkwood Village Subdivision Section Ill. Motion: Bertrand -to approve with a modification to plat note 5 (all buildings shall face the street with a minimum building line length of 60 feet). Second: Clark Vote for: Unanimous Motion carried 5.Nonconforming Structures. City Attorney Kim Mickelson presented a draft for the proposed revisions to the Zoning Ordinance replacement status of nonconforming structures. The Commission discussed and made revisions to the draft ordinance, which will be incorporated by the City Attorney. Motion: Clark -to forward the proposed ordinance with P&Z revisions to City Council and to establish a workshop at a mutually agreed time. Second: Burke Vote for: Unanimous Motion carried 6.Revisions to the Entryway Overlay District. Commissioner Burke said he was not yet ready to report to P& Z. 7.Goals of the Planning and Zoning Commission for the October 26, 1998 Retreat. Four goals were established -Revise the Subdivision Ordinance, complete the Entryway Overlay and begin the Main Street overlay (downtown district), revise the Land Use Plan to align with Vision 2020, and continue to workshop with the Drainage District. 8.Communications From: A.Staff -City Engineer Hodge report that the Sign Ordinance has been adopted, the FEMA map is being revised, and Council met with CCDD in a workshop to move forward the interlocal agreement and the Flood Damage Prevention Ordinance. B.Council Liaison -None C.Commissioners -Chair Finger requested a workshop with the Community Appearance Board.
