A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS, ADOPTING A FACILITY NAMING POLICY; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City of Friendswood is called upon from time to time to name City facilities,
including buildings, parks, roadways and other City -owned property and features thereon; and
WHEREAS, the City Council adopted an appointment policy via minute order in 1995; and
WHEREAS, after reviewing such policy, the City Council desires to amend and restate the
same via this resolution in order to update the criteria and procedures used in honoring individuals,
organizations and entities in acknowledgement of their positive, significant impacts on and
contributions to the City of Friendswood; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. That the City Council of the City of Friendswood, Texas, finds that the above -
referenced recitals are true and correct.
Section 2. That the City Council of the City of Friendswood, Texas, hereby adopts the
Facility Naming Policy, which is attached hereto as Exhibit "A" and incorporated herein for all intents
and purposes.
Section 3. That this resolution shall be effective immediately upon its passage and approval.
PASSED, APPROVED and ADOPTED by the affirmative vote of the City Council of the City of
Friendswood on this the 3rd day of October, 2022.

Facility Naming Policy
1. Prose. The Facility Naming Policy (the "Policy") establishes uniform criteria and procedures
applicable to all persons desiring the City Council to name a City facility or a portion thereof in
honor or in memory of an individual(s) or in recognition of an organization or entity in
acknowledgement of their positive, significant impact on and contributions to the City of
Friendswood.
2. Applicability. Under this policy, the following City -owned facilities may be named:
a. buildings, including rooms therein,
b. parks,
C. roadways, and
d. other City -owned property and features thereon.
This policy shall not affect the naming of facilities through the subdivision platting process.
3. Criteria
a. General Criteria. In naming any facility, the City Council shall consider the following
criteria:
(1) symbolic names reflecting historical or special events or circumstances;
(2) names that are consistent with the positive image of the community;
(3) the function of the building, to the extent practical, such as "library" or "activities
building";
(4) whether the facility has already been named according a naming policy of the City
Council, as renaming of facilities should only be made after careful consideration
is given to the significance of the existing name versus the name being suggested;
and
(5) whether another City facility has been named for the individual, entity, as only one
facility shall be named or dedicated per individual, family, organization, or entity.
The City Council's decisions should be made objectively, without consideration to illness,
misfortune, or incidents creating emotional responses.
b. Specific Criteria. In addition to the general criteria specified in subsection a, each naming
shall fall within one of the following categories and meet the criteria specified therein:
(1) Historical/Symbolic Category. In naming a facility under this category, the City
Council shall consider the following of the nominated family or a deceased
individual:

(a) character,
(b) service to the community,
(c) leadership, and
(d) inspiration to others.
(2) Civic Contributions Category. In naming a facility for this category, the City
Council shall consider the following of the nominated individual, family,
organization, or entity:
(a) the years of service to the community
(b) the positive impact on the development and well-being of the entire
community;
(3) Financial Benefactor Category. In naming a facility for this category, the City
Council shall consider the significant financial contribution made by an individual,
family, organization or entity towards the facility. A significant financial
contribution will be measured by the impact a single contribution makes toward
the successful conclusion or continuing operation of the facility to be named.
Depending on the impact, the naming could be for the entire facility or some
portion thereof.
4. Application Process. Requests under this Policy shall be submitted on a facility naming application
to the City Secretary. Upon the City Secretary's receipt of the application, it shall be reviewed by
City staff for completeness and, if complete, referred to the Mayor for his review. If the Mayor
determines that the application meets the criteria specified herein, the application shall be reviewed
at the next regularly scheduled Council Retreat for which proper notice may be given.
5. Council Deliberation & Decision. At the Council Retreat, the City Council will review and discuss
all applications received. The Mayor, at his discretion, may call an ad hoc committee of two or
three Councilmembers to review an application with input by City staff, prior to the City Council's
consideration of the item at a regular meeting of the City Council.
6. Removal of Facility. If a facility that is named is later removed, damaged or destroyed for any
reason, the City shall endeavor to preserve any historical dedication acknowledgment but cannot
guaranty the same.
