Minutes of a Special Meeting
of the
Friendswood Planning and Zoning Commission
November 7, 2005
A special meeting of the Friendswood Planning and Zoning Commission was held Monday, November
7, 2005, at 7:00 p.m. in the city hall council chambers located at 910 S. Friendswood Drive,
Friendswood, Texas. The following members were present:
David Brakebill
Bob Bertrand
Kevin Holland
Mark Van Riper
Sherry Weesner
John Olson-City Attorney
Diana Steelquist-Planner
With a quorum present, Chairman Holland called the meeting to order to consider the following.
7:00 P.M.-DOCKETED JOINT PUBLIC HEARING
1.To receive public input, either oral or written regarding the following:
A.Zone Classification change for a tract of land con taining 2.0195 acres, Block 1, Reserve A,
Schultz Center, located in the Sarah McKissick Survey, property located at 3500 FM 528, Harris
County Texas, from Neighborhood Commercial (NC) to Planned Unit Development (PUD) with
Specific Use Permit (SUP)-Mini-Warehouses with Caretakers Quarters.
No one spoke for or against this request.
B.Specific Use Permit(SUP) -Mixed Use Commercial for property located at 107 Shadwell, Lot 1,
Block 1, Winding Hollow Subdivision, Galveston County, Texas, amending Specific Use Permit,
Ordinance No. 2000-38.
Nancy Wheeler, 405 Glen Leah Drive, addressed the Commission and Council. Ms. Wheeler and
her sister, Kelly Stevens, propose to purchase this development. They would like to open a
specialty day care for babies and toddlers. They would also like to use the pool house for a separate
business which would offer swim lessons, water aerobics and pool parties. Council questioned the
applicants if they were aware of the parking lot agreement associated with this development. The
prospective buyers are aware of the agreement. Council asked Staff to review the agreement and
find out if the pavement could be done as negotiated on the agreement. The City Manager
indicated that the agreement would need to be renegotiated with any new property owners.
Janice Lowe, 401 For est Pine Court, agent for BeaSym, LLP will follow-up with the owners to get
details on the parking agreement.
John Mezzle, 222 Shadwell, stated he was concerned with how the trash generated by the new
business would be picked up. The restaurant use had generated a lot of trash and no dumpster had
been used for service.
