HomeMy WebLinkAboutP&Z Minutes 2005-08-15 SpecialMinutes of a Special Meeting of the Friendswood Planning and Zoning Commission August 15, 2005 A special meeting of the Friendswood Planning and Zoning Commission was held Monday, August 15, 2005 at 5:00 p.m. in the city hall council chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Jim Gibson David Brakebill Kevin Hol_land 5: 15 p.m. Bob Bertrand 5 :30 p.m. Diana Steelquist-Staff Planner Mike Hodge -Director CDPW JOINT WORK SESSION WITH CITY COUNCIL 1.Discussion with City Council regarding the following: a.Entryway Overlay District (EOD) Boundaries The Mayor invited Vice-Chairman Gibson to provide some introductory comments regarding the EOD issues. Commissioner Gibson stated that the Commission had made the recommendation to extend EOD Boundaries in order to be proactive, also to provide information to citizens as to where future entrances into the City would be located. Staff presented a PowerPoint presentation which provided some additional background as well as where the proposed extensions would be located. The areas to be included in the EOD were Blackhawk, north of FM 2351 and south of FM 528, Whispering Pines/Friendswood Link, and Brittany Bay Blvd. Council was concerned about corner lots where the EOD might overlap either with the Downtown Overlay District or other areas of the EOD. The consensus seemed to be that should that situation occur on corner lots, only one side of the lot should be subject to the EOD requirements. Council directed the Commission to resolve the corner lot issue before moving forward with the extension of the EOD boundaries. b.Community Shopping Center (CSC) to allow more office space Staff made a presentation on the background of office space limits in CSC and also NC. Staff also stated their issues with allowing more office space within CSC, which included current enforcement of those limitations and the possible loss of tax revenue. Councilmember LeCour requested additional market study information on the types of retail business appropriate within the City. He would also like more information on the differences in tax revenues generated by office uses and retail uses. Staff provided some possible solutions to the office use limitations in CSC. These included revisions to the Permitted Use Table to not allow any office uses, or allow office Page 1 of2 8/15/05 P & Z uses only with a Specific Use Permit, or leave the current ordinance in place with limitations. The Mayor suggested that the limitations simply be removed as possible solution. There was some consensus that CSC developments of less than 10,000 sq. ft. not have any office use limitations, rather, the limitations should be reserved for larger, more typical, integrated CSC developments of 2 or more acres. Commissioner Bertrand suggested that the uses allowed adjacent to residential districts be more office type rather than retail. Commissioner Gibson noted that there is a solution in place should a landowner wish to exceed the allowable limits of office space: rezone to PUD/SUP­ mixed use commercial. The Council asked the Commission to continue to review this issue and bring back a clear recommendation. c.Open Space/Green Space Staff presented some background on where in the Zoning Ordinance Open Space or Green Space are used. References are made in the PUD-Cluster Home Ordinance, under the description of Mutli-family Residential districts and when reducing parking areas. Although the definitions of Open Space and Green Space were discussed when adopting the amended Cluster Home Ordinance, the definitions were not formally included in the ordinance. The Commission also had concerns with including detention areas in the definition. Commissioner Brakebill stated that before a detention area should be included in Open Space, there needed to be some type of 'value added'. He reasoned that all developments required detention areas. Council noted that most new developments used detention areas as an amenity and the consensus was that they should be counted toward Open Space.
