HomeMy WebLinkAboutP&Z Minutes 2005-08-16 SpecialI I Minutes of a Special Meeting of the Planning and Zoning Commission Comprehensive Plan Sub-Committee August 16, 2005 A special meeting of the Planning and Zoning Commission Comprehensive Plan Sub­ Committee and the Library Board was held on Tuesday, August 16, 2005, at 6:30 pm at the Friendswood City Hall second floor conference room, located at 910 S. Friendswood Drive, Friendswood, Texas. The following were present: Planning & Zoning: Kevin Holland Mark Van Riper Jim Gibson Library Board: Mark Lasch Ruth Lay Larry Seeling 1.Call to order. Staff: Diana Steelquist-Planner Mary Perroni -Librarian Mel Measeles -Council Liaison Chairman Holland called the meeting to order. 2.Discussion regarding the Comprehensive Plan with members of the Friendswood Library Board. Chairman Holland thanked the members of the Library Board for volunteering to meet with P&Z and discuss the revisions to the Comprehensive Plan. Larry Seeling asked if there was adequate Right-of-way for the expansion of Whispering Pines/Friendswood Link. Staff noted that there were no plans to acquire more Right­ of-way. The Library Board was also concerned that there was sufficient Park Land Space. Staff stated its understanding that the Parks Board was now looking to create a few Sub-regional parks versus the several neighborhood parks in previous plans. The understanding being that there are fewer areas available for parkland. Council Liaison Measeles added that the West Ranch development included several areas for Open Space and parklands. The Board informed the Commission of its inclusion in the 2008 Capital Improvements Plan for an expansion of the library. They did not see a need for any other location of the library. In addition, they felt the Library should be included in the Land Use Plan for the Main Street area. Long-range plans should include the purchase of adjacent properties including the lot behind the library adjacent to the Heritage Gardeners and the tract currently being utilized as a massage therapy facility located on FM 518. These additional tracts could be used for added parking or Page 1 of 2 8/16/05 P&Z building expansions to meet the needs of population build out. 3.Adjourn.
