HomeMy WebLinkAboutP&Z Minutes 2001-09-17 Speciall I l Minutes of the Friendswood Planning and Zoning Commission September 17, 2001 A special meeting of the Friendswood Planning and Zoning Commission was held Monday September 17, 2001 at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. Niels Aalund Bob Bertrand 7:05 PM Mark Clark Frank Frankovich Tom Samson Diana Steelquist-Development Coordinator Mike Dominguez -City Planner With a quorum present, the meeting was called to order by Vice-Chairman Clark to consider the following: Docketed joint public hearing: 1.To receive public input, either oral or written, regar ding the following: A.amending Zoning Ordinance 84-15, as amended, Permitted Use Table. After a brief introduction by Vice-chairman Clark, the City Planner gave a brief description of the revised Permitted Use Table stating that the new NAICS codes allowed more uses. Councilman Taylor also stated that the purpose was also to streamline the process for business development. There were no comments either for or against. B.amending Zoning Ordinance 84-15, as amended, Commercial Site Plans. The City Planner stated that the approval process was being shortened by 2 to 4 weeks by eliminating the need for preliminary approval of site plan by the Commission. The Council expressed concern that as the ordinance was drafted , the Commission would be reviewing the site plans too late in the process. Council and some of the Commission expressed concern that the public was not getting enough opportunity to view the site plans with only one presentation to Planning & Zoning. Commissioner Frankovich stated he was against any change to the current site plan approval process. Mr. Christopher Smith, a resident of the King's Park -Whitehall area, spoke against the ordinance. He was concerned about any amendments which would lessen the ability of the public to provide input. -1 - 09/17/01 P&Z No other comments were made. C.amending Zoning Ordinance 84-15, as amended, Landscaping. The City Planner stated that the ordinance was needed to require fences where commercial development was taking place next to residential districts. This had been a requirement in the past. Councilman Taylor stated that a better definition was needed in the ordinance for graduated fences. No comments either for or agai nst were made. 2.Adjournment.
