Minu tes of a Regular Meeting
of the
Friendswood Planning and Zoning Commission
July 24, 2003
A reguiar meeting of the Friendswood Planning and Zoning Commission was held
Monday, July 24, 2003 at 7:00 p.m. in the city hall council chambers located at 910 S.
Friendswood Drive, Friendswood, Texas. The following members were present:
Bob Bertrand
Tom Burke
David Brakebill
Jim Gibson
Kevin Holland
Steve Y eretsky
Loren Smith-City Attorney
Diana Steel quist-City Planner
Cheri Skelton-Development Coordinator
With a quorum present, Commissioner Brekke absent, Chairman Bertrand called the
meeting to order to discuss the following:

Regular Meeting:
1.Communications from the Commission
Commissioner Burke requested an upcoming agenda item to review definitions
such as fa9ade and architectural metals in regards to architectural requirements for
the Entryway Overlay District (EOD) and the Downtown Overlay District
(DOD). Commissioner Burke would also like staff to follow up in regards to the
Cluster Home recommendation to City Council.
Chairman Bertrand asked staff to prepare a rotation schedule for the Planning &
Zoning Commissioners, to act as liaison to the Drainage District for the next six
months.
Chairman Be1trand also announced that the tentatively scheduled Tree Ordinance
Workshop would not take place on August 12, 2003, but will be rescheduled for a
later date, not yet dete1mined.

4.Discussion regarding feasibility of a Multi-family Residential development off W.
Bay Area Blvd. across the street from the Friendswood Oaks Subdivision.
Dick Duffy, 4505 Hwy 6 North, Houston, TX. Mr. Duffy presented a conceptual
plan for a 366 unit, gated apartment complex along ·west Bay Area Blvd. The
proposed development would be across from Autumn Creek Subdivision. This
property is ctmently zoned Single Family Residential (SFR) and Mr. Duffy
would like to rezone this tract of land to Multi-family Residential-Medium
(MFR-M). Mr. Duffy stated that the Fairfield Development Company is
·interested in the land for the purpose of developing an apaitment complex.
Fairfield would also be interested in addressing the Planning & Zoning
Commission at a later date to discuss this project and their company more in
depth.
Commissioner Burke noted that the Conceptual Plan indicated a three-stmy
complex. At this time the City of Friendswood's ordinance will not allow a
height of over thi1ty-five feet for a multi-family strncture. Mr. Duffy responded
that he would abide by the current ordinance and update the Conceptual Plan to
reflect what is allowed.
Mr. Duffy also asked if the City of Friendswood would be interested in the
dedication of the land that is located in the flood way as green space. Mr. Duffy
expressed that he thought the land located in the flood way might make a
beautiful park area. Chairman Be1trand agreed with Mr. Duffy and stated that he
would like to see the land ·utilized for something to beautify the City of
Friendswood even more.
5.Adjournment.
With no further comment the regular meeting adjourned at 8:04 P.M.

July 24, 2003 A special meeting of the Friendswood Planning and Zoning Commission was held Monday, July 24, 2003 at 5 :30 p.m. in the city hall council chambers located at 910 S. Friendswood Drive, Friendswood, Texas.
