HomeMy WebLinkAboutP&Z Minutes 2003-07-14 Specialr 1.I Minutes of a Special Meeting of the Friendswood Planning and Zoning Commission July 14, 2003 j A special meeting of the Friendswood Planning and Zoning Commission was held Monday, March 14, 2003 at 6:30 p.m. in the city hall council chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Bob Bertrand 7:00 p.m. Tom Burke 7:05 p.m Michele Brekke Jim Gibson Kevin Holland7:00 p.m Steve Yeretsky 7:05 p.m Diana Steelquist -Planner Dan Johnson -Deputy Director· of CD Mike Hodge -Director of CD and PW With a quorum present, Commissioner Brakebill absent, Chaiiman Bertrand called the Joint Work session to order to discuss the following: 1.A joint work session with City Council and representatives of Millennium Development Corporation to discuss the possible land use plans for the proposed development known as River Oaks @ Friendswood located in and around the Sun Meadow Subdivision off FM 528. Mr. Ray Teidje addressed the Council and Commission with regards to the Millennium Corporation's plans for development of theii' land in and around the Sun Meadow Subdivision: The Corporation would like to retain the golf com:se. The course will be re-configured to improve drainage and mitigate neighborhood concerns. The cunent plan is to create a garden home area where the existing tennis courts are, the driving range will become a cluster home project, and the remaining areas outside the golf course will be used for single family residential. The cunent proposal identified a new bridge over Chigger Creek should eliminate the need to use _\\Tindsong Lane for anything other than emergency access. Mr. Teidje discussed the need to improve the golf course possibly through the use of a Tax Increment Re-investment Zone (TIRZ). Millennium is also looking at placing the golf course in a Land Trust. They also would like some cons-ideration for the use of a Municipal Utility District (MUD) for the overall development. The City Manager stated that he had researched-and presented a memo to Council on the issue of a :t-.ruD. Friendswood does not have any in-city :t-.ruD's and our neighboring city of League City has placed a moratorium on allowing any new :t-.ruDs. The developer was urged to work with the Planning and Zoning Commission and the Galveston County Consolidated Drainage District before bringing any new proposals to the City Council.
