HomeMy WebLinkAboutP&Z Minutes 2003-06-02 Special1 Minutes of a Special Meeting of the Friendswo od Planning and Zoning Commission June 2, 2003 A special meeting of the Friendswood Planning and Zoning Commission was held Monday, June 2, 2003 at 7:00 p.m. in the city hall council chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Bob Bertrand Neils Aalund Tom Burke Jim Gibson Tom Samson Diana Steelquist -CD Coordi nator Mike Hodge -Director of CDD and PW With a quorum present, Chairman Be1trand called the meeting to order to consider the following: Docketed Joint Public Hea ring: 1.To receive public input, either oral or written regarding the following: A.Request for Zone Classification Change for property located at 500 West Parkwood, a 9.409 acre tract ofland out of Lots 9, 10, 11,Whitney Subdivision, Galveston County, Texas, from: Single Family Residential (SFR), to: Multi­ Family Residential-Garden Home District (MFR-GHD). Mr. Peter Gorman, 522 Pine Ridge Court, addressed the Council and Commission . The request is to allow a 24 lot garden home subdivision. The existing home on the site will remain. This will be a gated community similar to Parkwood Village, which Mr. Gorman also developed. According· to Mr. Gorman, about 10 percent of the total area will be in park /green space. Garden ·home lot sizes will be 60 x 120 feet with home sizes ranging from 1,800 fo 2,800 square feet. Councilmember Ewing asked what area would be used as green space. Mr. . Gorman indicated that the area along the creek, about 3 acres, would be used as detention and open space. Mayor Brizendine asked if any of the area was in the flood plain. The area around the creek and the existing home site are affected by the flood plain, however, Mr. Gorman also stated that much of that area would be given to the drainage district as a drainage easement. In response to concerns about access, Mr. Gorman stated the existing home site would continue to have access from FM 528 but the garden homes would be accessed from Greenbriar at Briar Creek Dr. Page 1 of 3 06/02/03 P &Z I L I The Chairman noted that three written responses had been received from the public regarding the rezoning request. The first was from Sylvia and Vernon Hammersley of 902 Layfair Place. The Hammersleys are opposed to the request because of flooding concerns, traffic safety and increased traffic noise. Also in opposition was Thomas Lay. J'vfr. Lay was concerned about flooding, traffic and the increase in residential density in the· area. The third written response from . David O'Fanell was in favor of the zone change. No one else spoke in favor of the request. The following spoke in opposition: - George Offenhauser, 1002 Briar Creek, expressed his concern with increased traffic in the area. He would prefer the development be accessed from FM 528 and asked if a traffic study could be-conducted before the development took place. Shirley Myers, 804 Balmoral Comt stated her concerns with increased flooding resulting from the development. Bob Suggs, 901 Layfair Place, stated his concerns with increased flooding and traffic and the loss of trees in the area as a result of the proposed development. Janet Bmtzlaff, a resident of the Fox· Meadows subdivision, relayed her concerns with increased traffic along FM 528. She did not want any entrances for the development off of FM 528 due to fraffic ·safety and noise concerns. She ·did not want to see the loss of trees; which would result from the development. Horacio De la Fuente, 904 Layfair Place, was concerned about a loss of the trees. He also wanted to see a more complete site plan and requested more communication on the future development plans should the rezonine; take place. David Merlo stated his concerns for increased flooding since a portion of the tract was in the flood plain. He also believes some type of buffer zone should - be in place between Single Family District and the Garden Home District. B.Amending. Specific Use· Permit/Church for prope1ty located at 1207 Winding Way (Good Shepherd Episcopal. Church), a 4.773-acre tract out of Lot 14, Harvey and Stout Subdivision, Galveston County, Texas. Mr. Tom·_Grace, 211 Leisure Lane, addressed the Commission and Council for. the Church. The Church is submitting a Master Site Plan to develop some additions in two phases. The first phase will add about 5,000 sq. ft. to the existing sanctua1y. The second phase will remove an exiting building and add a family life center. No one spoke in favor or against the request.
