I Minutes- of a Special Meeting of The Friendswood Planning and Zoning Commission February 4, 2002 A special meeting of the Friendswood Planning and Zoning Commission was held Monday February 4, 2002 at 7:00 p.m. in the City Hall Council Chambers located at 910 S.Friendswood Drive, Friendswood, Texas. Tom Burke Niels Aalund Bob Be1trand Frank Frankovich Zekie McVeigh Tom Samson Diana Steelquist -Development Coordinator Mike Dominguez -City Planner With a quorum present, the meeting was called to order by Chairman Burke at to consider the following: Call to order Docketed joint public hearing: 1.To receive public input, either oral or written, regarding the following: A.Request for Specific Use Permit -Church for property located at 2801 West Parkwood Avenue (Friendswood Community Church), 56.883 acres ofland, zoned Single Family Residential (SFR), Galveston County, Texas. Paul Keith, representing Friendswood Community Church, addressed the Commission and Council. The church is asking for the permit to build a complex over a twenty five year period. Commissioner Samson inquired about the water features shown on the site plan. The architect, George Haney with Bay Area Architects, responded that the water features would be used as a portion of the drainage and detention as well as for aesthetics. Chairman Burke asked where the plan was as far as approval from the Drainage District. The architect estimated they were about two weeks away from approval. Commissioner Frankovich questioned why only Phase One of the plan had developed a detention plan. The architect noted that drainage requirements for future phase may change over time. Right now, Phase One is ready to go forward. George Lupo, 1400 Lundy Ln., stated his concern that the church development will affect the drainage on his prope1ty. He presented several pictures to the. -1 - 02/04/02 P &Z Council and Commission showing cun-ent drainage problems in the area. He does not oppose the development of the Church, he is just concerned about any additional drainage problems it may cause. David Balkin, a resident off Sarasota spoke in favor of the development. He is a former president of the Boca Raton HOA and stated no one had comments against the church development at the last HOA meeting. 2.Adjournment Chairman Burke noted that the SUP would be considered at the next regular meeting on Thursday, February 7.
