Minutes of a Special Meeting
of the
Friendswood Planning and Zoning Commission
August 26, 2002
A special meeting of the Friendswood Planning and Zoning Commission was held Monday,
August 26, 2002 at 5:30 p.m. in the city hall second floor conference area located at 910 S.
Friendswood Drive, Friendswood; Texas. The following members were present:
Michele Brekke
Jim Gibson
Zekie Mc Veigh
Tom Samson
Diana Steelquist -CD Coordinator
Shannon Kimmell -Council Liaison
Dan Johnson -Deputy Director of CD
Mike Hodge -Director of CD and PW
Loren Smith -City Attorney
With a quorum present, Commissioner Samson called the meeting to order to discuss the
following:

A.Welcome and Overview

Works
The Director of CD and PW welcomed the Commissioners. He also stated
that the role of the Commission was to be the keepers of the City's
Comprehensive Land Use Plan. The Council Liaison also added the
expectations of the City Council for P&Z. These included the promotion of
economic development, to aid in changing the perception that it is difficult to
develop in Friendswood, to make decisions that develop the remaining land in
Friendswood wisely, and to assist in expediting the development process.
B.City Charter, Rules· of Conduct, Code of Ethics, Zoning Ordinance and
Subdivision Ordinance
Loren Smith -City Attorney
The City Attorney stated the differences between planning and zoning for a
home rule city. Zone changes require a recommendation froni the Planning &
Zoning Commission, who are acting as a quasi-judicial body. Zone changes
sometimes allow for discretion in decisions. However, the Commission
should avoid arbitrary and capricious decisions. Site plan and plat approvals
should be given if they meet all of the ordi nance requirements.
He also stated that Planning & Zoning Commissioners are public officials. It
was their function to have open meetings with decisions made by a quorum.

He reminded them that there are criminal penalties for violating the open
meetings and open records requirements, as well as conflicts of interest.
C.Review of Platting and Zoning processes, responsibility of City Staff
Diana Steelquist -Development Coordinator
The Development Coordinator detailed the application processes for platting,
zone changes and site plan approvals.
D.Summary and Conclusion
Dan Johnson. -Deputy Director of Comm unity Development
The Deputy Director gave information regarding other staff members
involved with the development process.
2.Adjournment
The meeting was adjourned at 7:25 P.M.
