HomeMy WebLinkAboutP&Z Minutes 2004-02-16 SpecialI !l l 1 Minutes of a Special Meeting of the Friendswood Planning and Zoning Commission February 16, 2004 A special meeting of the Friendswood Planning and Zoning Commission was held Monday, February 16, 2004 at 7:00 p.m. in the city hall council chambers located at 910 S.Friendswood Drive, Friendswood, Texas. The following members were present: Bob Bertrand Tom Burke David Brakebill Kevin Holland Diana Steelquist -Staff Planner With a quorum present, Y eretsky, Gibson and Brekke absent, Chairman Be1trand called the meeting to order to consider the following: Call to order: JOINT DOCKETED PUBLIC HEARING 1.To receive public input, either oral or written regarding the following: A.Request to Amend Appendix C of the Friendswood City Code, Same being Friendswood, Texas Zoning Ordinance No. 84-15, by amending Section 7., R -Bntiyway Overlay District and Section 7.5 -Downtown Overlay District. The Chairman gave a brief description of the proposed changes which are being made to provide some clarity to the cmTent ordinance. Council member Goza asked about tree clustering. His understanding was that the staff could deterrrune what tree clustering looked like. He also questioned the residential requirements for visual banier placement. The BOD states 10 feet back and the DOD states 5 feet. Commissioner Burke clarified that he was refening to placement of the fence and not the height. He added that this had been a staff recommendation. No one spoke in favor of the changes. Mr. Mehran Jadidi, 101 S. Friendswood Dr., spoke against the proposed changes. Mr. Jadidi stated that he had meet with staff concerning some additional garage bays he would like to build at his gas station. However, because it has frontage on both the BOD and DOD, he was concerned about the placement of the bay openings. He also voiced his concerns with issues related to the non-conformity of his lot and stated he would be seeking a variance. The City Attorney reminded the Commissioners to stay focused on the issues related to the BOD/DOD changes. Page 1 of 2 02/16/04 P&Z B.Request to Amend Appendix C of the Friendswood City Code, Same being Friendswood, Texas Zoning Ordinanc e No. 84-15, by amending Section 7., P., Permitted Uses Table to add use # 713990 All Other Amusement and Recreation Industries with a Specific Use Permit in the Industrial and Light Industrial zoning districts and amend use# 44112 Used Car Sales to allow, with a Specific Use Permit, the used car sales in the Community Shopping Center, Original Business District and Planned Unit Development zoning districts. The Chairman outlined the proposed changes to the Permitted Use Table stating that used car sales were cmTently not pe1mitted in the areas where new cars, boats and recreational vehicles were allowed with specific use permits. The proposed change would allow similar use in these zones. The addition of #713990 All Other Amusement and Recreation was in response to aid in the categorizing of unusual recreation facilities such as paintball ranges.
