HomeMy WebLinkAboutP&Z Minutes 2004-04-19 Specialf I [ l l Minutes of a Special Meeting of the Friendswood Planning and Zoning Commission April 19, 2004 A special meeting of the Friendswood City Council, and the Planning and Zoning Co mmission, was held on Monday, April 19, 2004 at 5:00 p.m. at the Friendswood City Hall Council Chambers, 910 S. Friendswood Drive, Friendswood, Texas. The following Planning & Zoning Commissioners were present: Bob Bertrand Tom Burke Joint Workshop Session Call to order: John Olsen-City Attorney Dan Johnson -Deputy Director CDD Diana Steelquist-Planner Cheri Skelton-Dev elopment Coordinator 1.Discussion with City Council regarding: A.Official Zoning Map Staff discussed when the last official zoning map was adopted and the recommendation to update the zoning map every 18 months if needed and in conjunction with a land use change. B.Indus trialized Housing Staff stated that new state laws have been passed recently, allowing industrialized homes in Single Family Residential (SFR) areas. It is Planning & Zoning's recommendation to change the building codes to cover industrialized housing. Mayor Brizendine believes that the Home Owners Associations should also be contacted and supplied with Staff's recommen dation. C.Revisions to the Permitted Use Table (PUT) for Used Car Sales, Amusement/Recreation Industries, and discussion regarding revisions to Parking Requirements. Planning and Zoning's recommended revisions to the PUT for Used Car Sales to be allowed in Commercial Shopping Center (CSC) district and that Amuse ment/Recreation '· Industries be placed in Industrial and Light Industrial with a Specific Use Permit (SUP). Planning and Zoning's other recommendation was that the parking requirements be placed in the Design Criteria Manual and taken out of the Zoning Ordinance. Mayor Brizendine stated that the parking table should be moved to the Design Criteria Manual and Staff could proceed with doing that. D.Cluster Homes Planning and Zoning recommendation addresses Council's concerns with regards to Page 1 of2 4/19/04 P & Z increases in density for a cluster home development. This was accomplished by segregating developments into four size categories and allowing higher densities in the smaller developments. There was some discussion by the Commission with regards to developments, which might be slightly larger than the 20, 50, or 75-acre break points. To anticipate these requests, the Commission is also recommending some latitude to reasonably adjust the densities in these situations. City Council agreed that the Planning and Zoning Commission could move fo1ward on this item. E.Information Presentation regarding Legal Non-Conforming Uses Mayor Brizendine stated that he would like to workshop this item at another meeting. 2.Adjournment With no further comment the meeting was adjourned at 6:35 p.m. Development Coordinator Page 2 of2 4/19/04 P & Z
