MINUTES OF A MEETING OF THE ZONING BOARD OF ADJUSTMENT
May 22 , 1984
A meeting of the Friendswood Board of Adjustment was held in
the Council Chambers at City Hall on Tuesday, May 22 , 1984 ,
at 7: 00 p .m. with the following members present:
Chairman Ed Dykes Nick Capuano , Building Inspector
Elvia Salyer Vance Riley, Fire Marshal
Hal Taylor John Olson, City Attorney
Grace Baker (Alternate Serving) Pamela Henry, Secretary
Maurice Estlinbaum (Alternate Serving)
With a quorum present , the following business was transacted:
ROBERT A. AND RENEE P . JORDAN
Mr . and Mrs . Jordan requested a variance to build a garage at
311 Oak Vista in Stouts Addition because there is not enough
room for a garage with the required 25 foot off set from the
back line of the property.
The lot is vacant and they would like to build the garage and
live in it while their house is being build on the same property .
They showed the members of the board a plat of the lot . The
lot is 90 feet by 160 feet and there are no easements on the
property .
They would like the garage to be 10 feet from the property line .
It would be consistent with the other houses in the neighborhood.
MOTION: (Baker) To grant the variance allowing the back of
tie garage at 311 Oak Vista to be 10 feet from the property line .
Second: Salyer
Vote : Unanimous FOR MOTION CARRIED
LUCIO' S BAR-B-QUE
Shelly Rinehart representing Lucio ' s Bar-B-Que requested a
varinace for a portable sign to attract business to their new
bar-b-que restaurant . They have only been open two months .
Each business in the City of Fr.iendswoo d is allowed a portable
sign for two weeks for their grand opening and an additional
three weeks for the remainder of the year. This is allowed
under the Friendswood Sign Ordinance and the total of three
weeks is allowable once every year .
Lucio ' s Bar-B-Que is located in a shopping center in an area
that was annexed by the City of Friendswood in December of 1983 .
The shopping center is at 5131 FM 2351 .
The other businesses in the shopping center were there before
annexation and therefore , were given six months to remove their
portable signs and have their new signs permitted. The six months
will be over June 1, 1984.
Lucio ' s Bar-B-Que moved in after annexation and got their permit
for two weeks for the grand opening and then a permit for the
additional three weeks they are allowed. They have used all of
the time they are allowed under the sign ordinance .
Lucio ' s has ordered a permanent sign.
MOTION: (Taylor) To allow a portable sign to remain up until
June T, 1984., when the other signs in that center must be removed.
Second: Baker
Vote : Unanimous FOR MOTION CARRIED
JAMES H. TOOMBS
Mr. James H. Toombs representing Mr. James R. Homer, Sr . requested
a variance to build a carport at 109 . Christina in Annalea . He
would like to build the carport 17 feet from the road instead of
the required 25 feet from the road, so he can walk around his car
in the rain without getting wet .
A carport starting 25 feet from the road would leave him a carport
of only 16 feet . Mr. Homer drives a van and a 1974 Thunderbird.
The Thunderbird alone is 16 feet long. if the carport started
17 feet from the road it would be 24 feet long .
The only thing on the ground would be the poles that support
the roof of the carport . The house is on the end of a cul-de-sac
and there are other houses in the subdivision with carports that
start 17 feet from the road.
MOTION: (Baker) To deny Mr . Toombs request for a variance to
u� il-E—a carport starting 17 feet from the road.
Second: Estlinbaum
Vote : Unanimous FOR MOTION CARRIED
JOHN OLSON , CITY ATTORNEY
Mr. John Olson, City Attorney for the City of Friendswood, reviewed
with the Board of Adjustment members the proposed Zoning Ordinance
Number 291 and other Board of Adjustment matters .
APPROVAL OF MINUTES
Minutes of the meeting on March 27 , 1984, were approved as read .
ADJOURNMENT
Motion was made and seconded that the meeting adjourn. The meeting
adjourned.
