With a quorum present, McVeigh absent, Chairman Burke opened the portion of the
docketed joint public hearing to consider the following:
To receive both oral and written comments from the public, regarding the following:

Request for a specific use permit -private school, for a nine acre tract of land out of
restricted reserve "A", Autumn Creek Subdivision, Section Nine, property located at West
Bay Area Boulevard, Harris County, Texas.
Ms. Bonnie Cerace, 1616 Third Street, League City, the principal for the Galloway School
addressed the Commission and City Council. She outlined the school's philosophy, history,
goals and growth pattern.
Mr. Sel Thint discussed the drainage and architectural design of the proposed site plan.
Mr. John Hammond with Friendswood Development spoke in favor of the school.
Ms. Cathy Haley of 2826 Love Court, asked the Council and Commission to approve the
SUP application. Ms. Haley's daughter is enrolled in the Galloway School.
Mrs. Donna Easterly, a Friendswood resident with children enrolled in the school, also
spoke in favor of the application
No one spoke in opposition to the proposed development.
Request for a zone reclassification for prope1ty located at 2304 Old Road, Lot 52, Slone
Subdivision, Galveston County, Texas, From: Agricultural District (Al) to Single Family
Residential (SFR).
The applicants, Don and Laurie Seyfert, were present to address the Commission
and City Council regarding their request for a zone reclassification of the lot. Their
plans include building a home, servant's quarters and a detached garage/barn.

Concern was expressed by Council Members regarding emergency-vehicle access
to the property, "red flag" subdivision status, water, waste water connections and or
treatment.
Mr. Seyfert explained that they would address water and waste water concerns
through the use of a water well located on the property and the use of a three tank
septic system.
Mr. Fred Kreh, 209 Dawn, explained the waste treatment system which is endorsed
by the TNRCC.
Ms. Evelyn Newman, 502 Falling Leaf, raised a concern regarding the issuance of
a building permit because of the property's "red flag" status.
No one spoke in opposition.
With no further comment, the docketed joint public hearing was closed and the meeting
was adjourned at 7:30 PM.
