HomeMy WebLinkAboutP&Z Minutes 2000-09-11 Regularr 1 ! l Minutes of a Special Meeting of the Friendswood Planning and Zoning Commission September 11, 2000 A special meeting of the Friendswood Planning and Zoning Commission was held Monday September 11, 2000 at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. Hadess Benthul Tom Burke Bob Bertrand Mark Clark Zekie Mc Veigh Tom Samson Mike Hodge -CD Director Mike Dominguez -City Planner Diana Steelquist -CD Coordinator Kim Mickelson -City Attorney With a quornm present, Frankovich absent, Chairman Burke opened the portion of the docketed joint public hearing at 7: 10 P .M. to consider the following: To receive comments from the public both oral and written, regarding the following: 1.A request for a specific use permit -banquet facility, florist, chapel, spa, membership gym with childcare facility, hair/beauty salon, office space, restaurant, medical office, and health services, retail sales related to other businesses on the site, for property located at 107 Shadwell, Lot 1, Block 1, Winding Hollow Subdivision, Galveston County, Texas. Chairman Burke first explained the reason for the second public hearing for this request. An error was made at the tax office regarding the list of property owners to be notified and those property owners who were not notified had requested a second public hearing. The applicants, Beasym Investments, were represented by counsel, Mr. Marvin Raider. Mr. Raider discussed the licensing agreement with the City for the parking lot. He also stated that the lighting, zoning and drainage requirements as required by the City had also been met by the applicants. Apolla Beasley and Sandra Symon, the property owners, addressed the commission and council regarding the issue of trees and their desire to maintain a natural setting for the development. Commissioner Samson was interested in the amount of new constrnction that would take place and how the traffic flow on Shadwell might be affected. Kelly Idoux, owner of Alternative Images Hair Salon, also spoke in favor of the granting t�e specific use permit. Mr. Mel Austin of #26 Hideaway spoke in opposition to the permit. He expressed concern regarding the mitigation in parking lot one, tree removal on Hidden Cove property, and the 1 9/11/00 P&Z slope runoff grade. He also stated the detention calculations were flawed and expressed concern about future noise levels. A memo outlining his concerns was presented to City Council. Mr. Tom Hill of #61 Hideaway also expressed his opposition to the permit request based upon his review of the drainage plan and calculations. He also expressed concern about the level at which excavation would be done in the creek bed. He suggested it be based upon an average water level and not at cmTent the cmTent level due to the drought conditions in· the creek. He also believed trees were being or going to be removed from property belonging to Hidden Cove property owners. Ms. Marjorie Hoffman of 1105 W. Winding Way presented a petition to City Council signed by the property owners of Hidden Cove Condominiums requesting the SUP not be granted. She also expressed her concerns about the loss of wildlife and wildlife habitat. Mr. Jason Christian spoke in rebuttal to the opposition comments regarding the Clear Creek Drainage District approved drainage plan which was submitted and reviewed by the City staff.
