HomeMy WebLinkAboutP&Z Minutes 2004-12-06 RegularMinutes of a Special Meeting of the Friendswood Planning and Zoning Commission December 6, 2004 A special meeting of the Friendswood City Council, and the Planning and Zoning Commission, was held on Monday, December 6, 2004 at 8:30 a.m. at the Friendswood City Hall Council Chambers, 910 S. Friendswood Drive, Friendswood, Texas. The following Planning & Zoning Commissioners were present: Bob Be1trand David Brakebill Jim Gibson Kevin Holland Loren Smith-City Attorney Ron Cox-City Manager Mike Hodge-Director of CD & PW Dan Johnson -Deputy Director CD Diana Steelquist-Planner Cheri Skelton -Development Coordinator 8:30 A.M.-WORK SESSION 1.Discussion with City Council regarding: A.Cluster Homes Staff gave a presentation to the City Council and Planning and Zoning Commission outlining proposed changes to the Cluster Home Ordinance. Some of the proposed changes included setbacks, lot size requirement s, allowing reduced rights-of-ways, and defining "open space" and "green space". City Council had comments regarding the definition of "open space" and "green space". After the presentation, it was the consensus of the City Council that Staff may move forward with a Joint Public Hearing on the proposed revisions. B.Amendments to the Sign Ordinance Staff gave a presentation to the City Council and Planning and Zoning Commission regarding amendments to the Sign Ordinance. After the presentation, discussion took place regarding electronic signs. City Council asked that Planning and Zoning revisit recommendations regarding electronic signs such as the amount of time that a message can change, allowing the sign to have more than one color, and allowing the electronic sign to flash and scroll. The following members were present: Bob Bertrand David Brakebill Jim Gibson Kevin Holland Roy Klusendorf Sherry Weesner Loren Smith-City Attorney Ron Cox-City Manager Diana Steelquist-Planner Cheri Skelton-Development Coordinator With a quorum present, Commissioner Burke resigned; Chairman Holland called the meeting to order to consider the following. 7:00 PM-DOCKETED JOINT PUBLIC HEARING Call to order: 1.To receive public input, either oral or written regarding the following: A.Request for a Specific Use Permit-Limousine Service, for property located at 626 S. Friendswood Drive (FM 518), Stones Throw Shopping Center, Lot 14, Block 3, Friendswood Subdivision, Galveston County, Texas. Ed Stuart, 2001 Pine Dr, developer of the prope1ty, addressed the Commission I and City Council. Mr. Stuaii stated he wanted to bring an upscale business to the City of Friendswood and he felt this establishment did that for the city. He explained that allowing this rezoning to go forwai:d would be good for Friendswood. Chairman Holland allowed anyone from the public to speak in favor of the zone change. Mike Rebesher, 2202 San Joaquin Pai·kway, spoke in favor of Mr. Stuaii's request for rezoning. Jaime Cortez, owner of the Limousine Service, gave the history of his business indicating he would like to have his business in Friendswood for not just a couple of yeai·s but for many years to come. Page 1 of 3 12/6/04 P & Z Chairman Holland then allowed anyone from the public to speak in opposit ion to speak. No one spoke in opposition. B.Zone Classification change for. 2.1556 acres located at 2000 West Parkwood (FM 528), Reserve "B" of Windsong Subdivision, from Single Family Residential (SFR) Specific Use Permit-Church (SUP-Church) to: Neighborhood Commercial (NC). Michael LeBlanc, 11414 Sagecherry Houston Texas, owner of the property, addressed the Commission and City Council. Mr. LeBlanc stated he would like to change the zone of his tract to Neighborhood Commercial. He is making this request in order to market the tract to a business that would be allowed in the Neighborhood Commercial district. The cunent Church tenant has outgrown the existing building. With a zone change, Mr. LeBlanc could landscape and create additional parking. He did not propose that any re­ development have a driveway off FM 528. Although a church would still be permitted under the Neighborhood Commercial zoning, Mr. LeBlanc stated he would like to be able to market the tract for a different use that could be leased at more than $0.70 square foot. Chai1man Holland then allowed anyone from the public in favor of the zone change to speak. No one spok e in favor. Chaitman Holland then allowed anyone from the public in opposition of the zone change to speak. Ryan Dennard, 39 Windsong, stated he is pro-development and is not opposed to the property going commercial. He realizes if the property goes comm ercial, the ingress/egress of Windsong will be affected. If the property were i:ezoned,· it would create traffic issues, and would impact the character of the subdivision. Therefore, he is not in favor of the zone change. ·Ed Sherrill #5 Windsong, president of the Home Owner's Association for Windsong, agreed with the previous comments. He also added the offset of the traffic signal light at Desota already causes a traffic hazard and the uses allowed in Neighborhood Commercial are not compatible with the character of the subdivision. James Carter, #1 Windsong, stated he lives next door to the property and his prope11y would not retain its value if the prope11y were rezoned. Also, he is concerned about drainage, garbage from a comm·ercial establishment and the increase in traffic. Page 2 of 3 12/6/04 P & Z l Victoria Heiman, #31 Windsong, is concerned with the safety of her children riding their bikes to school if the prope1ty were to be rezoned commercial. Mary Kole, 1700 W. Parkwood Lane, asked that the Commission consider the variety of uses Neighborhood Commercial would allow next to the school. Debbie Dickens, #40 Windsong, stated the residential prope1ties will be de­ valued if the property is· rezoned commercial.
