HomeMy WebLinkAboutP&Z Minutes 2004-08-05 RegularMinutes of a Regular Meeting of the Friendswood Planning and Zoning Commission August S, 2004 A regular meeting of the Friendswood Planning and Zoning Commission was held Thursday, August S, 2004 at 7:00 p.m. in the city hall council chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Bob Bertrand David Brakebill Diana Steelquist-Planner Cheri Skelt on-Developm ent Coordinator Tom Burke-7:09 p.m. Kevin Holland Roy Klusendorf Sheny Weesner-7:18 p.m. With a quorum present, Commissioner Gibson absent, Chair man Be1trand called the meeting to order to discuss the following: Call to order: Regular M�eting: 1.Communic ations from the Commission. Chairman Bertrand spoke about the workshop with Ci ty Council held August 2, 2004. He asked that the Planning and Zoning Commissioner's receive a copy of the hand out on Main Street provided to City Council. 2.. Communications from the public. No one from the public spoke at this time. 3.Consent Agenda: A.Approval of the 6-3-04 regular meeting minutes. B.Approval of the 6-7-04 spe cial meeting minutes. C.Approval of the 7-15-04 regular meeting'minutes. D.Approval of the 7-19-04 joint public hearing minutes. Motion: Second: Voted For: Holland-to approve the consent agenda. Brakebill Unanimous Motion Carried 4.Consideration and possible action regarding Zone Classification change from Neighborhood Commercial (NC) to Office Park District (OPD) for prope1ty Page 1 of 3 8/5/04 P & Z located at 1505 and 1507 Winding Way, 1.63 acres at Parkwood Crossing Subdivision. Motion: Second: Brakebill-approve the zone change. Holland Dr. Ron Baden addressed the Planning and Zoning Commission explaining that last year he :rezoned this prope1ty to NC not knowing exactly what he wanted to develop on it. Since that time, a company has contacted him and is interested in opening an office on one of the parcels of lai:id. He now would like to rezone the prope1ty to OPD to allow that business to have the opportunity to open in Friendswood. -Chairman Be1trand stated that at the public hearing no one spoke for or against the re-zoning classification change. Voted For: Unanimous Motion Carried Commissioner Burke arrived at this time. 5.Consideration and possible action regarding Zone Classification change for prope1ty located along FM 518 and Bay Area Boulevard. A.From Single Family Residential (SFR) to Community Shopping Center (CSC), 74 acres being Tracts 3 & 7, and Multi-Family Residential -Garden Home District (MFR-GHD) 240.19 acres being Tracts 2, 4 & 6 and Single Family Residential (SFR) 404.5 acres being Tracts 1 & 5, known as the West Property along FM 518. B.From Multi-Family Residential-Garden Home District (MFR-GHD), 240.19 acres, Tracts 2, 4 & 6, and Single Family Residential (SFR) 404.5 acres Tract 1 & 5 to Planned Unit Development-Cluster Homes (PUD-Cluster Homes), known as the West property along FM 518. C.From Single Family (SFR) 47.3 acres, Tract 8, located off Bay Area Boulevard to Planned Unit Development-Cluster Homes (PUD-Cluster Homes). No action on this item was taken. 6.Staff Report Staff repo1ted on the Development Review Committee meetings that were held for the month of July. Staff also repmted that a joint workshop was held with City Council on August 2, 2004 to discuss Main Street and the governance procedure with an environmental scan prepared by Staff. In addition, a Tree Committee Page 2 of 3 8/5/04 P & Z ! meeting was held to finalize issues with the draft ordinance before going to the City Attorney for review. Staff stated that a workshop on Cluster Homes and the governance process would be scheduled soon.
