Friendswood Planning and Zoning Commission
September 13, 2004
A special meeting of the Friendswood Plan ning and Zoning Commission was held Monday,
September 13, 2004 at 7:00 p.m. in the city hall council chambers located at 910 S. Friendswood
Drive, Friendswood, Texas. The following members were present:

With a quorum present, Commissioner Holland absent, Chairman Be1trand called the meeting to
order to consider the following.

Chaiiman Be1trand had a request to change the order of the agenda items.
A.Zone Classification change 1.445 acre tract of land being a portion of umestricted
Reserve "B" along Friendswood Lakes Boulevard, Friends wood Lakes Subdivision,
Section 1, Galveston County, Texas, from: Single-Family Residential (SFR), to:
Office Park District (OPD). (1623 Friendswood Lakes Boulevard).
Steve Gardner and Scott Hunter, with Huitt-Zollar, representatives for the developer
Mitch Mitchell addressed the Commission and City Council. Mr. Gardner stated that it is
the developer's intent to develop a two-story professional office on the prope1ty. The
prope1ty had always been designated by the developer to be for commercial use and had
been constructed within a master plan when the development of Friendswood Lakes
Subdivision began. Cunently, the developer would like to rezone this portion of Reserve
"B" and rezone his remaining property within that subdivision at a later date.
No one spoke in favor of the re-zoning.
The following spoke against the re-zoning.
Richard Gierczic, 1621 Garden Lakes Dr., stated that he will live near the development
and does not want the re-zoning request to go through. He stated that if an office

building were allowed, it would hinder his view of the lake. He also stated that he moved
there for the piece and quit of the su rroundings and if the re-zoning goes forth that will
take away the quietness of the subdivision.
Glen Grayban, 1628 Mossy Stone Dr., stated the area is hospitable and beautiful to
families. He is concerned those attributes that rezoning the property to commercial will
take away from that.
John Ribarits, 1°605 Cascade Falls, stated he enjoys the lake and open space of the
subdivision and the quality of life the open space gives. He also stated that a commercial
development would take away from that.
Raymond Sawicki, 1604 Stoney Lakes Dr., stated that the thing that attracted him to the
Friendswood Lake Subdivision was the beauty of the subdivision. The builder had
shown him a master plan of the subdivision that did not indicate that was ever to be any
commercial. He also stated the backyard of his home will face this development if this
property is allowed to be re-zoned. This development will take away from the beauty of
the subdivision.
Kathleen Sawicki, 1604 Stoney Lakes Dr., stated that she agreed with her husband but
her main concern is the view from the backyard. She explained the office building would
look out of place among the residential homes.
Charles Chrzanowski, 1809 Sandy Lakes Dr., stated the prope1ty was not always planned
to be commercial or the developer, when developing the subdivision would have zoned it
commercial then. He also agrees with all of the other people before him and feels an
office building will take away from the beauty of the subdivision.
Pam Hoy, 1602 Stoney Lake Dr., stated that her concern was dealt more with safety
issues. She explained that a lot of young children live in the subdivision. The backyards
of these children's homes can be viewed from the proposed commercial site. The
proposed office building will have different people coming and going all day. She feels
that Friendswood Lakes Subdivision is a neighborhood for families and not businesses.
Steve Hernandez, 1931 Skip Rock Dr., explained he is a future homeowner and if he had
known this re-zoning was going to happen then he would not have bought in the
subdivision. He stated he feels the subdivision is a place for kids and the green space
should be kept.
Mitch Mitchell, the developer, addressed the Commission and City Council in favor of
the request. Mr. Mitchell stated he is very pleased with how Friendswood Lakes
Subdivision turned out. He also explained all the literature that has been distributed with
regards to Friendswood Lakes has always indicated this prope1ty woul d be developed as
commercial prope1ty. He feels the commercial prope1ty will be an asset to the
community and will not put a burden on the school district.

B.Zone Classification change for 45.8541 acres, tract 2, out of the Joh n Dickinson
Survey, properiy located at the 3900 Block of W. Bay Area Boulevard, Harris
County, Texas, from: Single Family Residential (SFR), to: Multi-family Residential
Garden Homes (MFR-Garden Homes)
C.Zone Classification change for 45.8541 acres, tract 2, out of John Dickinson Survey,
prope1ty located at the 3900 Block of W. Bay Area Boulevard, HaiTis County, Texas,
from: Multi-Family Residential-Ga rden Hom es (MFR-Garden Homes), to: Planned
Unit Development-Cluster Homes (PUD-Cluster Homes).
Dick Duffy, 8584 Katy Freeway, Houston, Texas addressed the Commi ssion and City
Council. Mr. Duffy stated he is the developer of the property and over the past
couple of years he has spoken to Staff and Planning and Zoning with regai·ds to the
development of this property. Mr. Duffy is proposing 94 units on the property with
16 to 17 acres of the property being developed and the remaining 28 acres being open
space to be owned and maintained by the Home Owner's Association (HOA).
Councilman Goza asked if the zoning were to stay, as it is, how many homes could be
built on the site. Mr. Duffy stated he could build about 124 units. He also stated the
value of the homes would range in price from $175, 000 to $230,000 and would focus
on empty nesters. The homes would also be free standing homes with spacing
between each un it. Mayor Brizendine stated that he and council like projects where
overall density is reduced and green space is made available.
D.Amending Zoning Ordinance-Rev isions to the Permitted Use Table by adding Use
#53113 Lessors of mini-warehouses and self-storage units.
No one spoke either for or against the proposed amendment.

With no further comment, the Chairman closed the Joint Public Hea ring at 7:58 P.M.
