Friendswood Planning and Zoning Commission
April 17, 2006
A special meeting of the Friendswood Planning and Zoning Commission was held Monday,
April 17, 2006 at 7 :00 p.m. in the city hall council chambers located at 910 S. Friendswood
Drive, Friendswood, Texas. The following members were present:
David Brakebill
Bob Bertrand
Jim Gibson
Kevin Holland
Roy Klusendorf
Mark Van Riper
John Olson-City Attorney
Diana Steelquist-Planner
Cheri Skelton-Development Coordinator
With a quorum present, Commissioner Weesner absent, Chairman Holland called the meeting to
order to consider the following.
7:00 P.M.-DOCKETED JOINT PUBLIC HEARING
1.To receive public input, either oral or written regarding the following:
A.Zone Classification change for property located off Moore Road, being a
3.283 acre tract out of Lot 58 of Section 22 of the l&GNRR Company
Survey, Abstract Number 616, City of Friendswood, Galveston County,
Texas, From: Ordinance No. 81-8 SUP-oil well To: Single Family
Residential (SFR)
Janis Lowe, represented the applicant and provided historical insight regarding the drill
site. She spoke in favor of the zone change.
No one spoke against this item.
B. Amendment to the Zoning Ordinance, being Appendix C of the City Code
regarding exemptions to Section 8, M -Commercial Activities and
Outdoor Sales for temporary structures.
Staff stated the i·eason for the amendment of this item was to provide a clearer
interpretation of the ordinance.
No one spoke for or against this item.
C.Zone classification change for 2.398 acres out of Lot 5, Block 11,
Friendswood Subdivision, Sarah McKissick League, Abstract No. 151,
City of Friendswood, Galveston County, Texas From: Single Family

Residential (SFR), To: Planned Unit Development (PUD)-Specific Use
Permit (SUP)-Residential.
The following is a synopsis of people who spoke in favor of the item.
Lisa Walker, 421 Forest Pines Court addressed City Council and the Planning and Zoning
Commission. She stated the request for rezoning is based on suggestions previously
made by Planning & Zoning. This rezoning will allow her to build single-family-resident
and keep the many trees that exist on and near the property.
Jeff Payson, 1013 Quaker Bend Drive stated he was glad the city was providing ideas for
people to be able to use their land.
The following is a synopsis of people who spoke against the item.
Rachel Suarez, 1210 Quaker Bend Drive stated she is not really opposed but has
questions about items such as drainage and the location of the structure.
Kent Harris, 110 Whispering Pines stated he was not really opposed either but he also
had drainage concerns.
Danny Holt, 1010 Quaker Bend Drive stated he is concerned with trees being torn down
in order to construct a pond on the property. Also, he is concerned with Single-Family
Resident (SFR) zoning classification being under a Planned Unit Development (PUD).
He stated the new ordinances do not allow certain things and he felt this item should have
been taken to the Zoning Board of Adjustment (ZBOA) not to Planning and Zoning.
