HomeMy WebLinkAboutP&Z Minutes 2006-01-09 SpecialMinutes of a Special Meeting of the Friendswood Planning and Zoning Commission January 9, 2006 A special meeting of the Friendswood Planning and Zoning Commission was held Monday, January 9, 2006, at 7:00 p.m. in the city hall council chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Bob Bertrand Kevin Holland Roy Klusendor Mark Van Riper-7:00 p.m. Sherry Weesner Dan Johnson-Acting Director of CD Cheri Skelton-Development Coordinator Rhonda Baker-Administrative Secretary of CD With a quorum present, Commissioner Brakebill and Commissioner Gibson absent, Chairman Holland called the meeting to order to consider the following. 4:30 P.M. JOINT WORK SESSION WITH CITY COUNCIL A.Discussion with the Planning & Zoning Commission regarding the following items: 1.Amending the Zoning Ordinance to accommodate gasoline stations. Commissioner Bertrand explained the situation and history on Entryway Overlay Districts (EOD). The City needs to develop a process and make changes. Immediate fix would be the 50% solution and the long range would be to go through the process of changing the ordinance. P&Z Commissioner Sherry Weesner stated she has an issue with pulling out this pmticular gas station for consideration and asked since it is part of a shopping center, would it make the shopping center exempt too? Interim Director of Community Development Dan Johnson stated gas station exceptions allow unattached canopies to extend into required yards (front, side and rear set backs reduced), reduce landscape buffer requirement to 5 feet, corner lots only garage bays, verbiage from Ordinance 2005-35 addresses corner lot-overlap. Commissioner Bertrand stated he is concerned if the City makes an exception for this gas station owner, then everyone else will start wanting an exception. The City needs to work on the problem for everyone. 2.Considering issues related to the Entryway Overlay Districts. This item was discussed indirectly among Staff, the Commission, and City Council during comments for Item# 1. Planning and Zoning was asked to address this and provide a recommendation to City Council. 3.Developing regulations related to master planned developments. Chairman Holland stated the Commission did not see the need for a Master Plan and Page l of 3 1-9-06 P & Z asked why the City needed a Master Plan. The Conunissions position has been that a Planned Unit Development (PUD)/Specific Use Permit (SUP) approach would sufficiently handle any master plan approach. Interim Director of Community Development Dan Johnson stated the Master Plan concept is great but Staff must work out the working details. 4.Use of temporary buildings by churches Staff explained to the Commission and City Council the current ordinance states portable buildings should only be used for storage. City Council felt allowing a church the use of portable buildings is acceptable. Commissioner Bertrand gave a little history as to why they were prohibited in the first place. 5.Relaxing requirements for front yard fencing Interim Director of Community Development Dan Johnson stated the question from a Councilmembers was whether it should be 1 acre or 2 acres. There should be some minimum. There is a lot that is 1 ½ acres on Cowards Creek and he wants to put a fence up. Mayor Brizendine stated he does not understand why acreage is the issue and not frontage. Councilmember Goza stated this should be covered by deed restrictions. City Manager Ron Cox stated some subdivision's deed restrictions have expired. Councilmember Smith stated if the City allows it on smaller lots there are some older lots that are larger such as on Sunset that would allow a fence in the front and not just to the building line. City Manager Ron Cox stated Plaiming and Zoning needs to workshop this item. Commissioner Bertrand left and did not attend the public hearing. 7:00 P.M.-DOCKETED JOINT PUBLIC HEARING 1.To receive public input, either oral or written regarding the following: A.Zone Classification change for a tract of land containing 1.000 acre, a portion of Lot 52 of the Sloan Subdivision, situated in the Jolm Dickinson League, property located at 2302 Old Road, Galveston County, Texas, from Agricultural District (A­ l) to Neighborhood Commercial (NC). Trey Weaver, 550 Greens Parkway, representing Friendswood Development, addressed the Conm1ission and City Council. Mr. Weaver provided reasons the rezoning request should be approved. No one spoke against the item. The following is a synopsis of people who spoke in favor of the item. Don Seyfert, 2304 Old Road, stated he owns the property along side and to the rear of the property proposed for rezoning. Mr. Seyfert stated he supports the rezoning request but Page 2 of 3 1-9-06 P & Z I questions how the development is going to provide a required common access. He stated that he is willing to give additional Right-of-Way, but he did not want to have cross traffic going across his driveway of his home. Larry Telger, stated he was neither for or against the rezoning but had questions. Leo Campos, stated he was neither for or against the rezoning but had questions. Mayor Brizendine referred any questions to City Staff once the public hearing is closed. 2.Adjournment With no further comments the Joint Public Hearing was closed at 7: 17 p.m. Development Coordinator Page 3 of 3 1-9-06 P & Z
