HomeMy WebLinkAboutP&Z Minutes 2006-02-09 Specialf l Minutes of a Special Meeting of the Friendswood Planning and Zoning Commission February 9, 2006 A special meeting of the Friendswood Planning and Zoning Commission was held Thursday, February 09, 2006 at 6:30 p.m., in the second floor conference room of City Hall, located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: David Brakebill 6:45 p.m. Diana Steelquist-Staff Planner Jim Gibson Roy Klusendorf Sheny Weesner With a quorum present, Chairman Holland, Commissioner Be11rand, and Commissioner Van Riper absent, Vice -Chairman Gibson called the meeting to order to discuss the following: 1.Call to order. 2.Discussion regarding possible rev1s10ns to the Entryway Overlay District (EOD) and Downtown Overlay District (DOD). Commissioner Weesner presented a draft document which was a consolidation of the EOD and DOD. This overlay district called the City Appearance District included· existing language of the EOD and DOD with some changes. It was noted by staff that the EOD and DOD districts had undergone several revisions in the last few years, which essentially created identical requirements in both. The differences were in the locations of the overlays. The Commission discussed the intent of the overlay districts. The consensus was that they provide for the visual improvement of the major thoroughfares within the city by requiring landscaping and screening as well as architectural specifications. The Commission agreed that these requirements were the focus and the underlying zones should address those issues regarding setbacks and exceptions based on use. The requirement for a 30-foot front setback was removed to allow the underlying zoning setbacks to take precedence. The 10-foot landscape buffer requirement along right of ways was restated in the overlay district text, even though it is a standard landscaping requirement in the Zoning Ordinance. The Commission felt some redundancy was appropriate. Commissioner Gibson did ask that the proposed thoroughfares be looked at separately. He was concerned about the addition of the proposed extension of Blackhawk north of FM 2351 being included in the overlay district. 3.Adjourn.
