A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS, NAMING A CIVIL RIGHTS OFFICER AND A LABOR STANDARDS
OFFICER AS WELL AS THEIR ALTERNATES FOR COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAMS; RATIFYING THE MAYOR'S APPOINTMENTS TO
SUCH POSITIONS FOR PURPOSES OF THE HURRICANE HARVEY COMMUNITY
DEVELOPMENT BLOCK GRANT — DISASTER RECOVERY GRANTS
ADMINISTERED THROUGH THE TEXAS GENERAL LAND OFFICE; REPEALING
ALL RESOLUTIONS OR PARTS OF RESOLUTIONS INCONSISTENT OR IN
CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Community Development Block Grant —Disaster Recovery ("CDBG-DR")
Program requires a primary and alternate Civil Rights Officer as well as a primary and alternate Labor
Standards Officer; and
WHEREAS, the City has two active contracts with the Texas General Land Office ("GLO") for
Hurricane Harvey CDBG-DR infrastructure and acquisitions projects; and
WHEREAS, In response to such requirement and consistent with the proposed resolution, the
Mayor appointed individuals to such offices; and
WHEREAS, the City Council desires to make the required appointments and ratify those of the
Mayor; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF
TEXAS:
Section 1. That the facts and matters set forth in the recitals ofthis resolution are hereby found
to be true and correct.
Section 2. That in accordance with the Community Development Block Grant Program, the
City Council hereby appoints the following positions:
Chril Rights Officer for Infrastructure and Acquisition Projects
This officer is responsible for the oversight of and compliance with civil rights laws including fair housing, equal
opportunity, and Section 504 as required by the Texas General Land Office (GLO) contract identified above. The
Civil Rights Officer is responsible for maintaining familiarity with and adhering to all civil rights laws and
regulations pertaining to the U.S. Department of Housing and Urban Development (HUD) CDBG-DR and GLO
program funding.

Chief Building Official Director of Community Development
Labor Standards Officer for Acquisition Projects
This officer is assigned to oversee the labor portion of the contract and will be responsible for assuring
compliance with all requirements under Title I of the Housing and Community Development Act of 197 4 which
requires the payment of Davis -Bacon Act prevailing wage rates (which are determined by the DOL) to all
workers on GLO-CDR construction projects exceeding $2,000 (42 USC §5310) and all other governing
regulations.

Section 3. That consistent with Section 2, the City Council hereby ratifies the following
appointments made by the Mayor for proposes of the Hurricane Harvey Community Development Block
Grant — Disaster Recovery grants administered through the Texas General Land Office:
Section 4. All resolutions or parts of resolutions inconsistent or in conflict herewith are, to
the extent of such inconsistency, hereby repealed.
Section 5. That this resolution shall be effective immediately upon its passage and approval.
