MINUTES OF A JOINT PUBLIC HEARING
FRIENDSWOOD PLANNING AND ZONING COMMISSION
January 15, 1981
The Friendswood Planning and Zoning Commission and City Council met in a joint public hearing on January 15, 1981 at 8:00 p.m. in the city hall with the following members present:

PUBLIC HEARING -Rezoning part of lot 12, block 2, Friendswood Subdivision from R-2 to R-4
The Chairman explained the rezoning request to the public and asked the public for comments in opposition.
Mr. Wm. R. Whipkey stated he can see no reason to build a duplex in a R-1 area.
Mr. Ken Camp questioned the amount of land required for a duplex that this piece of property, was not large enough.
The Chairman explained a duplex could be constructed because it is now zoned R-2 and the request was made in order to sell one side.
A decision is to be made at a latter meeting date.
The Hearing closed at 8:50 p.m.

PUBLIC HEARING -Rezoning lot 2, block 1, Friendswood Subdivisio�, Sarah McKissick League from R-1 to Specific-Use Retirement Home.
The Planning and Zoning Chairman asked the public for comments of opposition.

There were several points of consideration made by both Council and Planning and Zoning.
(1)The clarification of number of units, SpecificUse has no requirement.(2)Assurance it would not become a apartment complexfor the public.(3)The question of number of retired people in the areato support a home.
Mrs. Whitmire stated it would be 25 units to meet H. U. D. requirements and was willing to made survey on retirement home needs.
The Commission explained to Mrs. Whitmire that after the plans were reviewed a decision would be made at a latter meeting date.
The hearing closed at 8:20 p.m.

FRIENDSWOOD PLANNING AND ZONING COMMISSION
January 15, 1981
The Friendswood Planning and Zoning Commission met in a regular meeting on Thursday January 15, 1981 at 7:30 p.m. The following members were present:
R.Wicklander -ChairmanR.AtchesonG.CressC.Beggs
With a quorum present and D. Holt, L. Brown and R. Wetzel absent, the following items of business were considered:
SAIB SAUOR -REPLAT FRENCHMAN'S CREEK (final)
Mr. Saour presented the milar for the final replat Section I of Frenchman's Creek. It had the approval of the City Engineer and Drainage District.
MOTION: (Cress) to approve the milar for Section I of Frenchman's Creek replat. Second: Atcheson Vote: UNANIMOUS FOR MOTION CARRIED
CALLING OF HEARING -LESLYN CHURCH REZONING
MOTION: (Cress) to hold a joint public hearing on a·tract of land out of lot 7, block 5, of hte Harvey and Stout Subdivision of a portion of the Friendswood Subdivision of the Sarah McKissick League from R-1 to Specific-Use Church February 2, 1981 at 8:00 p.m. Second: Beggs Vote: UNANIMOUS FOR MOTION CARRIED
PUBLIC HEARINGS (see attached minutes)
DRAINAGE RESOLUTION 78-1
The chairman asked the Commission to consider a coded form to be drawn up by the City Engineer of the drainage resolution for recommendation to Council to adopt into City Ordinance.
This to be ready for review at the next meeting date. After discussion on the resolution the subject was tabled until the meeting of February 2, 1981.

CALLING OF HEARING -LOT AT SUNNYVIEW 8 QUAKER AND 38.885 ACRES ON OIL FIELD ROAD
MOTION: (Beggs) to hold a public hearing to rezonedlot at Sunnyview and Quaker from R-1 to R-2 also 38.886 acres on Oil Field Road from R-1 to C-1 on February 19, 1981 at 8:00 p.m. Second: Atcheson Vote: UNANIMOUS FOR MOT1ON CARRIED
FOREST BEND APARTMENTS (ETJ)
The Commission observed the plans for apartments at Blackh awk Blvd. and FM 528, which hold a density of 18.13 per acre.
MOTION: (Cress) to approve the plans for the Forest Bend Apartments. Second: Beggs Vote: BOR Wicklander ABSTAINED: Atcheson Beggs Cress MOTION CARRIED
A motion was made for adjour nment. The meeting adjourned at 10:00 p.m. � a.�,. re c \lJary � "\
