HomeMy WebLinkAboutCRC Minutes 2011-10-20 Regular STATE OF TEXAS X CITY OF FRIENDSWOOD X COUNTIES OF GALVESTON/HARRIS X OCTOBER 20, 2011 X MINUTES OF A REGULAR MEETING OF THE CHARTER REVIEW COMMISSION THAT WAS HELD ON THURSDAY, OCTOBER 20, 2011, AT 6:30 PM AT FRIENDSWOOD CITY HALL SECOND FLOOR CONFERENCE ROOM, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: VICE CHAIRMAN BILL PROVENZANO MEMBER ROBIN HALL MEMBER JAY HORECKY MEMBER JEFF MOSER MEMBER KITTEN BRIZENDINE CITY MANAGER ROGER ROECKER Chairman Leola Hill-Hancock, member James Nye and City Secretary Melinda Welsh were absent from the meeting. 6:30 PM -REGULAR SESSION Vice Chairman Provenzano called the meeting to order. Member Robin Hall moved to approve the meeting minutes of October 06, 2011. Member Jay Horecky seconded. The motion was approved 5-0. Lengthy discussion was held regarding continued review of the Charter. The City Manager handed out an updated list of suggested Charter changes submitted by citizens and provided by City Secretary Melinda Welsh. The commission reviewed Sections 5.04 through Section 8.07. It was determined that a number of grammatical changes need to be made,and certain areas were flagged for future review with the commission and City Attorney following the initial review of the Charter. Discussion was held regarding the next meeting dates,which will be November 03 and November 10,2011,at 6:30 PM. A motion was made and approved to adjourn at 8:15 PM. Please let me know if I need to come by and officially sign the document if the Commission approves of the Minutes. 2. 1 support the suggestion that there needs to be a Code of Conduct in some form or fashion as part of the Oath of office and should be cited as such in the Charter. I know that the City Secretary or City Manager was going to research what other nearby Cities have in their Charters with respect to Code of Conduct. 3. 1 have no changes to Article IX, X&XI 4. With respect.to the comment on Section 11.02 on the handout the City Secretary provided, I would like more information on why we would need to change the terms of the Official Newspaper from annually to every 2 years? If there is no significant reason to do so, I would be against changing it from annually. Sorry I was not able to make it tonight. The reason is to save expense and time for preparing the bid, mailout to potential bidders, expense of publishing twice, open bid,analyze the bids, prepare a resolution, have City Attorney review(since charter requires he review all resolutions, ordinances, and contracts) and then put on an agenda to approve. Most newspapers are stable and we get a good price so it makes sense to do every 2 years instead of 1
