Zoning Board of Adjustment
July 27, 1999
Minutes of the Regular Meeting of the Zoning Board of Adjustment of the City
of Friendswood which was held at City Hall on July 27, 1999 at 7:00 P M with
the following members present constituting a quorum:
Chairman William Hal Taylor
Regular Member Ron Decker
Regular Member David O'Brien
Regular Member Gary Yokum
Regular Member Ann Talbot
Alternate Member Tracy Goza
Alternate Member Marsha Standridge
Building Official Linda Taylor
Z.B.O.A. Secretary Linda Thornton
Alternate Members Gary Harris and Thomas Rives were absent from this meeting.
Chairman Hal Taylor called the meeting to order at 7:00 p.m. .
Chairman Taylor, called the hearing to order to receive public input
regarding Kay Harson's request for a variance for property located at 205
Morningside, Lot 7, Block 2, unrecorded Plat out of Lot 12, Block 2,
Friendswood Subdivision, Galveston County, Texas, for proposed carport to be
constructed 13 .5' into the 25' required side yard, backing up to an abutting
side yard. City of Friendswood Code, Appendix C-Zoning, Section 7.Q.3 . ,
Regulation Matrix.
Discussion followed with Kay Harson explaining her request. Hardships: (1)
A 39 year old home proceeds any existing regulations or any existing
ordinances. (2) We have three vehicles, mine, daughters, and husbands pick-
up, a truck which has deteriorated extensively with no sheltered parking
available. A carport will provide shelter for two of our vehicles.
Bonita Quiroga at 200 Shady Nook, spoke for the variance request.
Hearing no further input the Public Hearing was closed.
* Ann Talbot made a motion to Approve the variance at 205 Morningside, Lot
7, Block 2, Friendswood Subdivision, carport with open sides to be
constructed 13 .5'into the 25'required side yard, backing up to an abutting
side yard.
Seconded by Gary Yokum
Motion approved 4-1, Ron Decker opposed.

Chairman Taylor, called the hearing to order to hearing public input
regarding Bonita M. Quiroga's request for a variance for property located at
200 Shady Nook, Lot 6, Part of Lot 12, Block 2, Harper Addition, Galveston
County, Texas for installing above-ground swimming pool (accessory structure)
closer than 10' to the rear property line and closer than 5' to the side
property line. Friendswood City Code, Appendix C-Zoning, Section 7.Q.3 .a.
Discussion followed with Bonita M. Quiroga explaining her request.
Hardship: (1) Would like to make reasonable use of property and not have to
cut down any old trees. (2) Power lines are on one side, which would not be
safe.
Kay Harson at 205 Morningside, spoke for the variance request.
Hearing no further input the Public Hearing was closed.
* David O'Brien made a motion to Deny the variance at 200 Shady Nook, Lot 6,
part of Lot 12, Block 2, Harper Addition, for installing above-ground
swimming pool (accessory structure) .
Seconded by Ron Decker
Motion Denied 4-1, Gary Yokum opposed.
* Ron Decker made a motion to approve the minutes from the May 25, 1999
meeting.
Seconded by David O'Brien.
Motion approved unanimously.
City Attorney Kim Mickelson gave a presentation on ordinance interpretation
(swimming pools) and discussion of powers and duties of the Zoning Board of
Adjustment.
Motion was made and approved to adjourn at 8:43 p.m. .
