HomeMy WebLinkAboutZBOA Minutes 1995-12-12 Regular Regular Meeting Zoning Board of Adjustment December 12, 1995 Minutes of the Regular Meeting of the Zoning Board of Adjustment of the City of Friendswood which was held at City Hall on December 12, 1995 with the following members present constituting a quorum: Chairman William Hal Taylor Regular Member Howard Yeager Regular Member David O'Brien Regular Member Ann Talbot Alternate Member Kathy Horner Alternate Member Patricia Rosendahl Alternate Member Thomas Rives City Planner David Hoover B.O.A. Secretary Linda Thornton Chairman Taylor called the meeting to order at 7:00 P.M. . Mayor Evelyn Newman administered the Oath of Office to newly appointed alternate members Kathy Horner and Thomas Rives. Chairman Taylor appointed Patricia Rosendahl as a regular voting member for this meeting. Chairman Taylor called the Public Hearing to order to receive public input regarding Kathryn Harson's request on seeking a variance at 205 Morningside Drive, Lot 7, of an unrecorded subdivision plat out of Lot 12, Block 2, Friendswood Subdivision, a part of the J.R. Williams or Sarah McKissick League, in Galveston County', Texas for new construction of a garage to be built 20' into the required 25' rear yard setback. Zoning Ordinance 84-15, Residential Regulation Matrix, 7.0.3. Discussion followed with owner Kathryn Harson explaining her request. The hardship is that the lot is sub-standard size. Roma A. Cartmill, 204 E. Shadowbend, submitted a note explaining her property location to property line of 205 Morningside. No further input was received from the public. Hearing no further input the Public Hearing was closed. BOA.MIN/LST03 * Howard Yeager made a motion to grant the variance at 205 Morningside Drive, for new construction of a garage to be built 20' into the required 25' rear yard set back. Seconded by Ann Talbot. • Motion approved Unanimously. Owners Frank and Dee Anne Isham, 15611 Pennystone Court, Lot 23, Block 10, Section 2, Wedgewood Village Subdivision, Harris County, Texas, withdrew the variance request for a structure built 9' into the 10' required interior side setback. Chairman Taylor called the Public Hearing to order to receive public input regarding Norwood Homes request on seeking a variance at 1609 Country Club Drive, Lot 5, Block 8, Boca Raton II Subdivision, to allow new construction of a garage to be built 2' into the required 10' rear yard setback.. Zoning Ordinance 84-15, Residential Regulation Matrix, 7.0.3. • Discussion followed with Norwood Homes, representative Greg Hawes explaining request. Buyers Mr. and Mrs. Schultz, were asked by Ann Talbot if this variance is acceptable with the Shultz's stating yes this is acceptable. No further input was received from the public. Hearing no further input the Public Hearing was closed. * David O'Brien made a motion to grant the variance at 1609 Country Club Drive, Lot 5, Block 8, Boca Raton II Subdivision, for new construction of a garage to be built 2' into the required 10' rear yard setback. Seconded by Ann Talbot. Motion approved 4-1 with Patricia Rosendahl opposing. Chairman Taylor called the Public Hearing to order to receive public input regarding Norwood Homes request on seeking a variance at 1701 Country Club Drive, Lot 6, Block 8, Boca Raton II Subdivision, for new construction of a garage to be built 2' into the required 10' rear yard setback. Zoning Ordinance 84-15, Residential Regulation Matrix, 7,0,3. Discussion followed with Norwood Homes, representative Greg Hawes explaining request. Don and Mary Pitman submitted a letter supporting the request at 1701 Country Club Drive. No further input was received from the public. Hearing no further input the Public Hearing was closed. BOA.MIN/LST03 * David -0'-Brien-made a motion-to--grant - the-var-iance--at -1-701 Country-Club - Drive, Lot 6, Block 8, Boca Raton II Subdivision, for new construction of a garage to be built 2' into the required 10' rear yard setback. Seconded by Hal Taylor. Motion approved 4-1 with Patricia Rosendahl opposing. Chairman Taylor called the Public Hearing to order to receive public input regarding Tom Burke's request on seeking a variance at 204 E. Castlewood, .667 acre tract out Lot 8, Block 4, for the creation of two (2) 110' x 132' lots with open ditch frontage. Zoning Ordinance 84-15, Residential Regulation Matrix, 7.0.3. Discussion followed with owner Tom Burke explaining request. Joseph Winter, 902 Quaker Bend, opposed due to flooding concerns. Patricia Rosendahl requested to obstain from voting due to personal reasons. Chairman Taylor appointed Kathy Horner as a regular voting member for this portion of this meeting. Bill Williams, Castle Court, opposed due to flooding concerns. Michael and Debbie Hickey, 200 E. Castlewood, appeared before the board and submitted a letter stating concerns on sub-standard lot sizes, creating unnecessary devaluation of homesites and flooding and expressed opposition to the request. Julianne Blanchard, 202 E. Castlewood, opposed due to flooding concerns. Patricia Rosendahl, 903 Remington Court, on behalf of the Home Owners Association and as a resident, spoke in opposition of the request as this area is prone to flooding and traffic concerns. * Howard Yeager made a motion to grant the variance at 204 E. Castlewood, .667 acre tract out of Lot 8, Block 4, for the creation of two (2) 110' x 132' lots with open ditch frontage. Seconded by Hal Taylor Motion Denied 2-3 with Ann Talbot, Kathy Horner and David O'Brien against SF BOA.MIN/LST03 * David O'Brien made a motion to approve the minutes from the October 24, 1 1995 meeting.
