Regular Meeting
Zoning Board of Adjustment
September 28, 1993
Minutes of the Regular Meeting of the Zoning Board of
Adjustment of the City of Friendswood which was held at City
Hall on September 28, 1993 with the following members
present constituting a quorum:
Chairman William H. Taylor
Regular Member David O'Brien, III
Regular Member Ann Talbot
Alternate Member Gary Yokum
Alternate Member Howard Yeager
City Planner David Hoover
Assistant City Secretary Linda Thornton
Chairman Taylor called the meeting to order at 7: 04 P.M. .
Chairman Taylor and Board. Members appointed Gary Yokum and
Howard Yeager as Regular Members for this meeting.
Chairman Taylor called the Public Hearing to order to
receive public input regarding Cheryl J. Briggs (Lane)
request on seeking variance at 803 Lochmoor, Whitehall
Subdivision, for carport as built 20 ' front yard set back
from 25 ' requirement.
Zoning Ordinance 84-15 , Section P.
Discussion followed, with Clyde Lane representing Cheryl J.
Briggs (Lane) explaining the request on hardship. Mr. Lane
stated his wife, Cheryl is handicapped and the carport made
it easier for her to get in and out of a vehicle.
Kathryn Wilson at 809 Lochmoor, stated she opposed the
variance and submitted a petition signed by nine Lochmoor
residents to the board ..to deny the variance request.
Sharon Finley, President of the Whitehall Homeowners
Association, stated she opposed the variance because it is
against the Deed Restrictions and submitted pictures to the
Board of the covering that was used prior to the carport
being built.

Lee Gautney, at 805 Lochmoor stated that he was opposed to
the variance.
Carl Skies, at 804 Lochmoor delivered a letter to the City
Secretary' s office on 10/28/93 at 4: 35 p.m. to be submitted
to the Zoning Board of Adjustment meeting requesting the
Board to deny the variance. (Letter attached)
City Planner, David Hoover explained that a letter was sent
to Mr. Lane requesting him to stop construction and he was
also ask by the Building Inspector to cease construction
because he had not applied for a permit and that he needed
to apply before continuing. Mr. Lane, did not stop
construction and completed the carport.
No further input was received from the Public.
Hearing no further input the public hearing was closed.
• * Hal Taylor made a motion to Deny the variance at 803
Lochmoor, Whitehall Subdivision, for 20' front yard set
back for Single Family Residence requirement 25' .
Seconded by David O'Brien.
Motion approved unanimously.
* Hal Taylor made a motion to approve the minutes of August
24, 1993 .
Seconded by Ann Talbot
Motion approved unanimously
* Motion was made and approved to adjourn at 7 :30 p. m..
