HomeMy WebLinkAboutZBOA Minutes 1990-11-27 Regular 13 Regular Meeting • Zoning Board of Adjustment November 27, 1990 Minutes of the Regular Meeting of the Zoning Board of Adjustment of the City of Friendswood which was held at City Hall on November 27, 1990 with the following members constituting a quorum: Chairman William Taylor Vice-Chairman Dr. Tom Sullivan Regular Member Mary Ellen Bellard Regular Member David O'Brien, III Regular Member Ann Talbot Alternate Member Howard Yeager Alternate Member Evelyn Brennan Building Inspector Nick Capuano Sign Code Enforcement Officer Linda Taylor Assistant to City Secretary Jane Tollett Chairman William Taylor called the meeting to order. The application of Paul Diephius at location of 104 E. Edgewood was deferred to the December meeting due to lack of information needed regarding setback from FM 2351. Chairman Taylor called for public input regarding request from Rebecca Rodriquez for request from sign ordinance of existing sign with area of 41. 94 sq.ft. (maximum allowed by ordinance of 30 sq.ft. ) location of 1542 Sunset. Ms. Rodriquez stated she was aware of having to obtain a sign permit but installed the 12" letters because she thought she was alright with the amount of square footage. She stated she will take down the sign or part of the letters if necessary. Discussion followed between Ms. Rodriquez and the board members at length. Chairman Taylor called for public input regarding request from Barbara Andrews, Microcomputer Technology Institute, for request to sign ordinance for eight weeks per calendar year for 216 sq.ft. temporary sign (banner) at location of 17164 Blackhawk Boulevard. Ms. Andrews stated she needs to continue the waiver regarding the banner requested last year and feels she cannot come before the board and request a sign variance four times per year. She told the board the school's enrollment increases dramatically and the banner is a definite catalyst for membership and her school needs the additional signage to survive. Discussion followed between Ms. Andrews and the board members at length. r-, 1 4 Chairman Taylor called for public input regarding request from Pat Bryant, Brighton Builders, requesting 1) . extension of two-year limit of one temporary real estate subdivision sign (902 Laurelfield Drive) , and 2) . one off-premise directional sign (corner Castlewood and FM 528 ) , (expired Sept. 16, 1990 and November 2, 1990 respectively) by Brighton Builders, Laurelfield Subdivision. Ms. Bryant stated the two limit of one temporary real estate subdivision sign is only until the home at 902 Laurelfield Drive is sold and the one off-premise directional sign has expired and is needed to advertise the subdivision. She stated she has six lots and three homes to sell and it shouldn't take more than one year at the maximum. Discussion followed between Ms. Bryant and the board members at length. At this the public hearing was closed. **Mary Ellen Bellard made the motion to grant the variance with the stipulation Ms. Rodriquez will take the letters "SHOP" of the building which will make her in compliance at the location of 1542 Sunset. Ann Talbot seconded the motion. The motion was unanimous. **Ann Talbot made the motion to deny the variance to Microcomputer Technology Institute for 216 sq.ft. temporary sign (banner) at location of 17164 Blackhawk Boulevard. William Taylor seconded the motion. The motion passed to deny the variance. Ann Talbot and William Taylor voted to deny the variance. Dr. Tom Sullivan and Mary Ellen Bellard voted against the motion. David O'Brien,III abstained. **Mary Ellen Bellard made the motion to approve variance request of extension of one-year limit of one temporary real estate subdivision sign 902 Laurelfield Drive to Pat Bryant, Brighton Builders. Seconded by Ann Talbot. The motion passed. David O'Brien,III opposed. 15 Motion made and seconded to adjourn at 8 : 45 p.m. .
