HomeMy WebLinkAboutP&Z Minutes 1967-05-15 Regular\ l ( { ( MINUTES OF PLANNING COMMISSION MEEI'ING MAY 12.Ll_267 All members present: Coe, Grace, Boyle, Banfield, Sauremnan. 1)It was pointed out that a Building Permit for house on corner of Cedar Wood and Echo Drive was issued without consultation of Commission. 2)Mr. Tom Grace moved and Mr. Saurenman seconded motion to recommend to City Council that a line be added to the building permit to indi­ cate the subdivision concerned. 3)The following members were elected to office for the coming year: 4) Tom Grace - Chairman Dean Sauremnan -Vice Chairman Franlt Coe -Secretary Mr. Saurenman moved that the City Secretary be requested to purchase a Building Permit/Subdivision Approval Stamp for Planning Commission use. Boyle seconded and motion carried. 5)Alternate member to Planning Commission: a.The Planning Commission does not recommend the appointment of alternate member to Commission -status of this person would be ambiguous -majority of meetings have had quorwn in past. b.It is the feeling of the Commission that increased work load can be handled by sub-committees appointed by the Commission. 6)Planning Commission agrees to work on budget forc asting related to City Planning. The budget requirements of the Planning Commission will be submitted to be included in the overall city budget. The Commission does not feel that it should be concerned with all aspects of city finances. \ 2 7)Since sewer and water lines determine the growth pattern of any community, it is requested that the Planning Commission be consulted on all matters pertaining to community growth -the purpose being to critique planning (not engineering) presently being performed by engineering consulting firms to the City. 8)The possibility of proposing a zoning ordinance to City Council was discussed. The reasons for failure of the most recent proposed zoning ordinance were: a.Map misunderstood b.People not informed It was noted that zoning would not ch ange tax base of townj therefore, would not increase the tax burden on certain property owners. A zoning ordinance is definitely needed to maintain property values. 'The Com­ mission proposes to study and then make recommendations to City Council to enact an emergency interim zoning ordinance to be effective until such time as the Bovay Engineering firm makes final recommendations for zoning. The Planning Commission proposes to make final recommen­ dations to City Council by July 1, 1967. Motion made, seconded, and carried - 5 for and O against. 9)The Commission decided to approach Bill Davidson for assistance for long range planning and forecasting in area of city's financing. 10)The Commission needs to see Bovay's proposal -The Commission Secretary will request that each member be furnished a copy of Bovay's proposal. I \ 11)Agenda for Monday's meeting, 5/22/67, with City Council: a.Consideration of alternate member. b.Zoning. c.Building permit problems. d.Bovay Engineering status. 12)The Commission will request that the City Council provide the Commission with a map of the proposed Clear Creek Drainage by the Corps of Engineers.
