PLANNING COMMISSION MEETING JUNE 29, 1964
A meeting of the Planning Commission of the City of Friendswood was held June 29, 1964, 7:30 P.M., at the City Office.
Present were Commission Members Wilbert Boyle, A.J. Block Jr., Tony Banfield, Dean Saurenman, and L.D. Lafferty.
Also present were Curtis Morris, Leo Havard, Harry D. Wagner, and Lou Wortham.
Minutes of the June 15, 1964 meeting were read.
It was agreed that meetings be held once a month, proba�ly on a monday, after immediate problems are under control. The next meeting will be July 13, 1964. Meetings will be open to the public. Visitors should put requests for discussion in writing to the commission that they may be put on the agenda, although pertinent subjects may be discussed without formal request.
Dean Saurenman suggested that we go into a committee structure; let particulars be habdled by committees and have meetings handle general overall business. It was decided that the chairman appoint committees, and the commission be asked for concu:i:rence. Curtis Morris feels that the commission should start off on a broad scope and work into details through committees which would use the help of others with equal interests. Wilbert Boyle, acting chairman, believes that specialization will come later, but we have immediate problems that must be dealt wihh.
There were several recommendations to be put before the City Council: that they enact an ordinance to control structure height; that property owners be informed that driveways that are on public right-of-ways are subject to being torn up for laying of culverts and storm drains. The owner should use asphalt or temporary topping and not concrete. If it is torn up it is the owners responsiblity to replace it.
It is recommended that the subdivision code be amended to specify building lime from back lot line, for single dwelling, be a minimum of 20 1 from the permanent roof line with exceptions made fo f detached garages, swimming pools, cabanas etc. This preventeover building on lots and offers better fire protection. Curtis Morris agreed to write this amendment for presentation at the next meeting.
There was a discussion on length of drainage ditch that may be covered. It should be of a permanent nature and have breathers at least every 32'. Curtis Morris was asked to draw up an application form that could be used for specific or special problems such as this. Owners will fill out the application concerning their particular problem and submit it to the commission.
At the next meeting members should be prepared to make recommendations on: lot sizes and formation of regulations that would make cul-de-sacs legal; and classification of streets.
