Call to order: Meeting was called to order at 6:37 pm. 2. Communications from the public/committee liaisons: Sunmeadow subdivision residents, Paula Otto and Jerry Pfleeger, HOA president were present at the meeting. They informed the board they would like the drainage issue fixed and expand the area for parkland, we think a good portion of the Sunmeadow golf course could lead to that and not build houses. The HOA is not in favor of new housing in this area, due to street size and new houses approaching on current homes. The HOA would like to see if there's an opportunity to acquire the land thru the city and create a dog park or Frisbee golf. The stated they would like the city to approach owner and purchase the land and possibly develop a golf course. James stated that he personally called the bank that owns the land, which is Wells Fargo and there is currently a contract for additional housing in that area. It looks optimistic in having their project approved at this time which means the city's hands are tied but we can still approach them. The bank recently came in and did a DRC with us to go over the old platting, that's all we've seen from them. It's zoned residential. Penny asked what the plan for that land is; James stated its going to be housing. Penny stated that there's a lot of land in the back but it's in the flood plain. Tom stated he assumed it will activate a new parks dedication ordinance. This parks board is not going down the road in accepting swamp land. Penny asked the guest what do they think about establishing hike and bike trails in that area, Mr. Pfeeger stated he thinks its and excellent idea. 3. Discussion and possible action regarding March 26, 2014: David made a motion to approve the minutes as presented, Lee second the motion and the motion passed unanimously. 4. Discussion regarding an update on parks bond projects. James stated with 1776 Park, the city just received a lawsuit again, the lawsuit did not say stop, and so we're not stopping with development. The Disc Golf Course, Cooper Dixon has raised between 6 to 7 thousand dollars for funding of the course, the course will be totally funded by donations. We are planning on having a work day soon to cut the trails, it will be a 9 hole disc golf course with the capability of having beginner and advance playing. GCCDD has Ok'd the project; we will be trimming trees during the work day and if time permits Cooper and parks will install the boxes. Tee boxes will be made out of rubber mulch. Dog Park, the new flood zone maps have the entire park in the floodway. We're going to have to install breakaway fencing that will allow us to open the fencing during flooding. The Parks Dedication fund has $12,500 reserved for the Dog Park and $5,000 for the disc golf course and $20,000 from the 1776 Trust. We're planning on using culverts for public works, fire hydrants and add benches to the area. No restrooms will be installed so we might have to have portable toilets. It could possibly be finished by the end of summer. Boat launch for a floating dock, we're still at the $17 thousand dollar range on estimates for that project James stated he would like to develop everything else before we look at this project. Bridge, James stated we have done the study for the footings, we need to get with Daniel Scott Engineering to create a mockup of the bridge, once that's been done we'll get on the drainage board agenda and get approval from them and then we can move forward with the install. Mark Clarks is selling his property and the city plans to purchase a portion of his property to gain access to Old City Park. The bridge is going to be 8 ft. wide. Centennial, we have received quotes on the lighting of the 2 detention fields and the parking lot, Musco came back $314,000, we went to get another quote from Texline Lighting, they came recommended from another vendor and they came back at $223,000. Musco has a 25 year warranty, I asked Textline for the cost of the 25 warranty don't feel it will be more than $90,000. Would like to have it on the June council meeting agenda, and would like to have it installed by daylight saving time in October. Tennis court lighting will be on the back burner. Council approved the design contract for the basketball pavilion. We pulled the old designs and currently sprucing it up. Penny stated that St. John High school on Westheimer has a very good looking basketball pavilion. Storage buildingL each party has committed to $5,000, each group will have a 10 x 10 spot; will have a roll up access to the building and Broncos storage will be a little larger. Waiting for contracts to be signed and once we receive those we'll start moving forward. Stevenson Park, lighting for the volleyball, basketball and tennis courts comes in at $185,000 with Musco. the poles are in great shape, we can clean them up and change the fixtures and add 2 new poles, 1 to the basketball courts another pole for the volleyball court that price came up to $45,000. Splash pad is coming in at $70,000. All the plumbing is in but the concrete is very expensive. Also the walking path for the walkway to the bridge will need to be included in the Stevenson Park bond budget as well. We would like to add more solar lighting around the track. Getting a quote to redo the track, a rubber track that's a $300,000 project. Sports Park, Jamail and Smith, enter in an agreement with them to do the design creating 2 new fields, renovating existing concession house and build a new one. This will serve as a restroom and a meeting space, changing lights Musco came back with a million dollars to add and replace lighting. Texline will give me a quote as well. If funds allow add a playground. Parking is already included in the project, concrete parking and lighting. We do not have a timeline on the design, it was just approved at the May council meeting, the Lake, we met with West Ranch they have agreed to build a road to the lake and not use Windermere road. Give us 2 or 3 lots, parking for 50 to 90 cars, restrooms and concession bldg. like Centennial Park. Also build an automatic gate, sidewalk trail that leads to the parking lot and to the lake itself. In exchange to raise their (West Ranch) debt capacity. That will be happening real soon because they have to have it in before the first go house goes out there. We can add the floating dock, beach and sand. 5. Discussion regarding an update on the FM2351 landscaping project: The water lines are going in from Beamer to FM518; the irrigation will go from Beamer to Clear Creek by the bridge. From there to FM518 it will be just the transition lines so we can add irrigation later. They have removed the trees and they are going to start boring soon, the landscaping will be going in there soon as well. Entrance signs, Keep Friendswood Beautiful and James met with the property owner near Rancho Viejo and asked for a piece of their land to install the entrance sign and they have agreed to give the city a portion of the land to add a brick moment signs coming in from League city. Another monument sign will be coming in from Bay Area Blvd from League City. James informed the board that Justin Kimball will be moving and will be resigning from the board. 6. Discussion regarding the positive coaching alliance: Michael informed the board that we want to implement the program city wide is this something the city should fund or should the sports group fund it. Little League and Broncos have already implemented this program. Michael stated we start talking about this because of the incident that happened at the junior high football game last year. The Positive Coaching Alliance have had several success stories, they do 3 or 4 live sessions we can also do online sessions. Any user group that use our parks we can make it mandatory to use PCA. The school district has been approached. The PCA work with almost 50 percent of local schools but Friendswood is not on; David stated he'll open up some doors. Brandon went to Friendswood schools; I didn't have a bad experience until my college years. I know what it can do for this community, if any of you have been coaches before; it has a positive impact on the kids. A lot of research was put in it, better athlete's better people. This has been the response from sports group that we work with, priced for public schools or per person for leagues. James suggested to talk more about it at the next meeting and to discuss if we're going to use city funds to pay for this or make it a requirement for the leagues to pay. In the workshops we discuss on how to address situations. Brandon will come back and discuss more at the next meeting. Tom suggested finding out how much so we can figure out how much to supplement the cost to the leagues if we decide to do this or purchase books. Penny stated she thinks it's a terrific idea. Theirs emails that go out to all the members and constant information that goes out to the members. Also could provide one and one training.
