Meeting Minutes of October 11, 2016
Friendswood City Hall, 2"d floor conference room

1. Call to order and roll call of Board Members
The meeting was called to order at 4:05 pm.
Present: Ron Cox, Elmer "Bubba"Johnson,Jr., Paul Marx, Patrick McGinnis, and Alton Todd.
Absent: Arden (Trey) Hill, and Rebecca Hillenburg
Staff members present: Karen Capps, Roger Roecker, and Arnold Polanco
Also present: CEDC Member, Hilmar Zeissig
2. Consider and take action on approval of September 22, 2016 meeting minutes.
Motion by Pat McGinnis to approve meeting minutes, second by Alton Todd. All in favor,
motion carried.
3. Consider and take action on approval of revised Service Agreement with the City of
Friendswood
The board reviewed and discussed with the City Attorney a revision proposed by City Council to
Section 3 of the Service Agreement regarding an annual review of expenses to determine
whether any adjustments to the reimbursement amount are warranted by the two parties.
Motion by Pat McGinnis to approve the revised Service Agreement with amendment to Section
3, second by Paul Marx. All in favor, motion carried.
4. Overview of Downtown
Karen Capps gave a presentation to the Board about the downtown area's history including
surveys, studies, plans, downtown district zoning, incentives, neighborhood empowerment
zone, available properties, and planned developments.
5. Discussion regarding developing a process for the Board to determine the best uses for the
Type B sales tax funds
The Board reviewed the sales tax Ballot language approved by voters and discussed eligible
projects. Some of the needs identified for the downtown area include brick paved sidewalks,
pedestrian lighting and benches, parking, special street and wayfinding signage to demarcate
downtown as a destination. President Ron Cox suggested the Board spend time to discuss
goals. The Board discussed scheduling a facilitated goal-setting meeting on Thursday,
November 10 from 1 to 4 pm at the Friendswood Public Library.
There was also discussion regarding hosting a Town Hall meeting in 2017 to seek resident input
and for FDEDC Board members to attend meetings with other committees and groups including
the Community and Economic Development Committee, Friendswood Chamber of Commerce,
Keep Friendswood Beautiful, and Friends of Downtown Friendswood Association.
6. Staff updates
City Attorney Polanco provided a status of the pending election lawsuit.

8. Future meeting dates
Tentative-Thursday, November 10 from 1 to 4 pm at the Friendswood Public Library.
9. Adjournment
With no further business to discuss,the meeting was adjourned at 5:25 pm.
