Friendswood Drive, Friendswood,Texas 1. Call to order and roll call of Board Members The meeting was called to order at 3:02 p.m. Present: President Ron Cox, Vice President Alton Todd, Secretary/Treasurer Pat McGinnis, Arden (Trey) Hill, Rebecca Hillenburg, Elmer "Bubba"Johnson,Jr., and Paul Marx. Absent: None Staff members present: Karen Capps, Arnold Polanco, and Aubrey Harbin Also present: Richard Sasson, Planning and Zoning Commission 2. Consider and take action on approval of November 8, 2016 meeting minutes. Motion by Rebecca Hillenburg to approve meeting minutes, second by Alton Todd. -All in favor, motion carried. 3. Consideration and possible action on an amendment to Bylaws to permit adoption of a partial year budget. City Attorney Polanco stated that the election lawsuit was dismissed and sales tax revenue will commence as of January 1, 2017. The FDEDC Bylaws must be amended in order for the Board to adopt their nine-month partial year budget. The City Attorney also reported that an appeal has been filed pertaining to the election lawsuit. Motion by Trey Hill to approve amended Bylaws to permit adoption of a partial year budget, second by Rebecca Hillenburg. All in favor, motion carried. 4. Consideration and possible action regarding proposed budget for January 1 through September 30, 2017. The Board discussed the proposed budget for January 1 through September 30, 2016 which includes sales tax revenue and projected interest of$318,781, and expenses for staffing services, insurance, and contract/planning services totaling$29,000. All project expenditures will be subject to a public hearing and City Council approval. Motion by Pat McGinnis to approve partial year FDEDC budget, second by Elmer Johnson. All in favor, motion carried. S. Discussion and overviei the downtown area Karen Capps provided Board members with maps and gave an overview of the downtown area regarding properties currently for sale, properties that were recently sold, projects planned or under construction, future development opportunities, major taxpayers in the downtown area, and tax exempt properties. 6. Bus Tour of the Downtown area The Board boarded the bus and departed the Library at 4 pm touring downtown sites including. vacant properties, properties for sale, properties that are being developed, and publicly-owned sites. Also in attendance were Karen Capps, Aubrey Harbin, Brett Banfield, Sally Branson, David O'Farrell, Richard Sasson, and Jerry Ericsson. 7. Return to Library The Board returned to the Library at 4:53 pm. None 6. Adjournment With no further business to discuss,the meeting was adjourned at 4:55 pm.
