Board of Directors
Meeting Minutes of February 14, 2017
Friendswood Public Library, Meeting Room

1. Call to order and roll call of Board Members
The meeting was called to order at 4:07 p.m.
Present: President Ron Cox, Vice President Alton Todd,Arden (Trey) Hill, Elmer "Bubba"
Johnson,Jr., and Paul Marx.
Absent: Rebecca Hillenburg and Pat McGinnis
Staff members present: Karen Capps and Arnold Polanco
Also present: Brett Banfield, Sally Branson, David O'Farrell, and David Smith
2. Consider and take action on approval of January 10, 2017 meeting minutes.
Motion by Elmer Johnson,Jr.to approve meeting minutes, second by Paul Marx. All in favor,
motion carried.
3. Public Hearing to receive comment from the public both oral and written regarding
utilizing a portion of Type B sales tax proceeds to procure professional facilitation services for
the Board.
President Ron Cox opened the public hearing at 4:08 pm. Friendswood resident, David Smith,
spoke in favor of the expenditure for facilitation services stating that he appreciates the Board's
willingness to serve as volunteers and that meeting to discuss future projects for downtown is a
good direction. Friendswood resident, Brett Banfield, spoke in favor of the expenditure and
also thanked the Board for serving as FDEDC volunteer members. With no further comments,
President Ron Cox closed the public hearing at 4:13 pm.
4. Consideration/Approval of a contract with The Management Connection, Inc. in the
amount of$6,834.02.
Motion by Alton Todd to approve the contract, second by Paul Marx. All in favor, motion
carried.
5. Staff Updates.
Karen Capps gave an update on downtown commercial projects. City Attorney Polanco
provided a status update on the election contest appeal stating that the contestants have until
March 13, 2017 to file their brief.
5. Members comments
Alton Todd requested a monthly Budget Report of revenue and expenditures once sales tax
revenue is received by the City.
6. Future meeting dates.
Due to spring break, there will be no FDEDC meeting in March. The next meeting will be the
FDEDC's goal planning meeting scheduled on Tuesday, April 11 from 1 to 5 pm. There is also a
"State of the City Address" presented by Mayor Holland on March 9, 2017.
7. Adjournment
With no further business to discuss, the meeting was adjourned at 4:27 pm.
