Friendswood Drive, Friendswood,Texas 77546 1. Call to order and roll call of Board Members The meeting was called to order at 4:04 p.m. with a quorum present. Present: President Ron Cox, Vice President Alton Todd, Secretary Dr. Pat McGinnis, Arden (Trey) Hill, Elmer "Bubba"Johnson,Jr., and Paul Marx. Absent: Rebecca Hillenburg Staff member present: Karen Capps Also present: Friendswood resident and Planning and Zoning Commissioner- Richard Sasson 2. Citizen comments None 3. Consider and take action on approval of August 8, 2017 meeting minutes Motion by Dr. Pat McGinnis to approve the meeting minutes, second Elmer Johnson,Jr. All in favor, motion carried. 4. Public Hearing to receive comments regarding Project Poles and Wires Relocation and Reduction President Ron Cox opened the public hearing to receive comment from the public both oral and written regarding utilizing a portion of Type B sales tax proceeds for a proposed project, named Project Poles and Wires Relocation and Reduction,to be located along Friendswood Drive from FM 2351 to Castlewood Drive and will consist of removing certain wooden utility poles and changing the aerial cable to buried cable along the west side of Friendswood Drive in order to aesthetically improve the corridor and promote new and expanded business development in the downtown area. Richard Sasson spoke in favor of the project moving forward. There being no other speakers, Ron Cox closed the public hearing at 4:07 p.m. S. Consideration and possible action regarding approval of Phase I of Project Poles and Wires Relocation and Reduction (from 636 to 830 S. Friendswood Drive). Following discussion of the project and multi-phase proposal provided from AT&T, Dr. Pat McGinnis made a motion to approve Phase I of Project Poles and Wires Relocation and Reduction that will remove wooden poles and bury aerial cable from 636 S. Friendswood Drive } b to 830 S. Friendswood Drive in the amount of$71,270.30, second by Paul Marx, motion carried unanimously. 6. Discussion and follow up regarding the Board's planning and goal-setting meeting Dr. Pat McGinnis stated that he would like to discuss public outreach and how to involve residents and stakeholders. It was decided that this item will be further discussed at the October meeting. Paul Marx stated that Keep Friendswood Beautiful will receive additional funding for medians. 7. Financial Report Karen Capps provided a monthly financial report as of August 31, 2017. August sales tax revenue was $46,659 with an ending fund balance of$198,275. 8. Staff Updates None 9. Members comments Ron Cox stated that he would like to meet with City staff prior to the next board meeting to discuss partnership opportunities. 10.
