HomeMy WebLinkAboutFDEDC Minutes 2017-10-10 �r Friendswood Downtown Economic Development Corporation (FDEDC) Meeting of the Board of Directors Meeting Minutes of October 10, 2017 Friendswood Public Library, Meeting Room 416 S. Friendswood Drive, Friendswood,Texas 77546 1. Call to order and roll call of Board Members The meeting was called to order at 4:03 p.m. with a quorum present. Present: President Ron Cox, Vice President Alton Todd, Secretary Dr. Pat McGinnis, Elmer "Bubba"Johnson,Jr., Rebecca Hillenburg, and Paul Marx. Absent: Arden "Trey" Hill Staff members present: Karen Capps and Aubrey Harbin Also present: Friendswood resident, Phillip Ratisseau. 2. Citizen comments Phillip Ratisseu commented that the Houston Children's Charity is seeking donations to help provide beds to children whose homes have been flooded in the area. 3. Consider and take action on approval of September 12, 2017 meeting minutes Motion by Dr. Pat McGinnis to approve the meeting minutes, second Paul Marx. All in favor, motion carried. 4. Discussion and possible action with City Staff regarding possible partnership opportunities Aubrey Harbin, Director of Community Development, gave an overview of possible projects the Board could consider. After Board discussion, possible future projects for consideration include: regional parking, decorative street light poles and signals, brick paved sidewalks, branding/identity for downtown, gateway/entryway signs, traffic improvements, crosswalks, upgrade mast arm sign at FM 2351, landscape architect services for downtown streetscape plan, maintenance of brick pavers and other projects. The board discussed the process of hiring a landscape architect for professional services that would be part of public engagement, branding, and streetscape design. The Board asked for Staff to contact HGAC for assistance with possible downtown grants, list of landscape architects, and a sample scope of services to use in an RFP. The board also asked Staff to develop a list of projects, costs, and priority of those projects. 5. Discussion and possible action regarding public outreach Pat McGinnis said that he would like to see the FDEDC solicit input from citizens through possible town hall meetings, booths at the Farmer's Market, football games, and/or partnering with the Chamber. There was discussion regarding how to engage citizens regarding projects i like signage, brick pavers. It was also discussed that the landscape architect's professional services might include public input/engagement. 6. Discussion and follow up regarding the Board's planning and goal-setting meeting No reports. 7. Financial Report Karen Capps provided a monthly financial report for the fiscal year ending September 30, 2017. September sales tax revenue was $34,902 with an ending fund balance of$231,977. 8. Staff Updates Karen Capps reported that City Council approved the "Project Poles and Wires Relocation and Reduction" estimate for phase one and that the project could move forward on October 16, 2017. An update on planned development in the downtown area was also provided. 9. Members comments Paul Marx asked Staff to request that the banner brackets be removed from the utility poles prior to the pole removal project begins. 10.
