Meeting of the Board of Directors
Meeting Minutes of December 11, 2017
Friendswood Public Library, Meeting Room

1. Call to order and roll call of Board Members
The meeting was called to order at 4:03 p.m. with a quorum present.
Present: President Ron Cox, Secretary/Treasurer Dr. Pat McGinnis, Dr. Rebecca Hillenburg,
Elmer "Bubba"Johnson,Jr., and Paul Marx.
Absent: Arden "Trey" Hill and Alton Todd
Staff member present: Karen Capps
Also present: Lauren Griffith and Cheryl Huffman from Lauren Griffith &Associates and
Friendswood resident, Phillip Ratisseau.
2. Citizen comments
None
3. Consider and take action on approval of minutes
Dr. Pat McGinnis made a motion to approve the November 14, November 28, and December 4,
2017 meeting minutes, second Dr. Rebecca Hillenburg. All in favor, motion carried.
4. Discussion and possible action with Lauren Griffith &Associates regarding professional
landscape architecture services for downtown
Lauren Griffith and Cheryl Huffman of Lauren Griffith &Associates discussed their process of
moving forward with a professional services agreement with the Board. A draft scope of
services for future public improvements was discussed that would include site analysis and
inventory of the downtown district, i.e. reviewing current downtown activities, connectivity,
accessibility, and circulation of downtown for pedestrians and bicyclists, in order to plan for
possible streetscapes, public space opportunities, regional parking, entryway features,
wayfinding, signage, lighting, and pedestrian furnishings, as well as possible opportunities on
how the improvement plan would be phased and funded. Also discussed was how to engage
the community through possible public meeting and surveys with the community and
downtown stakeholders (business owners and property owners). Branding and possibly
engaging a traffic engineer was also discussed.
Following discussion Dr. Pat McGinnis made a motion to authorize Lauren Griffith &Associates
to bring back a proposal based on the scope of services discussed, second by Paul Marx. All in
favor, motion carried.
S. Financial Report
Karen Capps provided a monthly financial report for the month of November 2017. November
sales tax revenue was $49,090 with an ending fund balance of$241,658.
6. Staff updates
Karen Capps reported that the sign was approved by City Council on December 4 for Project
Poles and Wires Relocation and Reduction, and should be installed tomorrow near the Sonic
Drive Inn. Information about the project was included in the quarterly Business News and will
also be sent out as a press release. The project should be completed by the end of the month.

8. Future meeting dates
Ron Cox will provide a report to City Council on January 8 of the FDEDC Board's activities. The
Board will meet on January 9,January 23 for possible public hearing, and February 13.
9. Adjournment
With no further business to discuss,the meeting was adjourned at 6:10 p.m.
