HomeMy WebLinkAboutFDEDC Minutes 2018-04-10 J• Friendswood Downtown Economic Development Corporation (FDEDC) Meeting of the Board of Directors Meeting Minutes of April 10,2018 Friendswood Public Library, Meeting Room 416 S. Friendswood Drive, Friendswood,Texas 77546 1. Call to order and roll call of Board Members The meeting was called to order at 4:17 p.m.with a quorum present. Present: President- Ron Cox,Secretary/Treasurer- Dr. Pat McGinnis,Arden "Trey" Hill, Dr. Rebecca Hillenburg, Elmer"Bubba"Johnson,Jr., and Paul Marx. Absent: Alton Todd Staff member present: Karen Capps Also present: Connie Stagner, Billy Stagner, and Philip Ratisseau 2. Citizen comments Philip Ratisseau stated that he would like to see broad public comment during the process of creating a Downtown Improvement Plan. 3. Consider and take action on approval of minutes Dr. Rebecca Hillenburg made a motion to approve the March 27, 2018 meeting minutes,second by Arden "Trey" Hill. All in favor, motion carried unanimously. 4. Discussion and possible action regarding the Downtown Improvement Plan Karen Capps reported on the two stakeholder meetings that were held on April 4. There were 25 attendees that participated in the morning stakeholders' meeting with City Senior Staff, City boards and committees, and school administration that represented Friendswood ISD, CEDC, KFB,Senior Advisory Board, Library Board, and Planning and Zoning. The second stakeholder meeting included eight participants from the Masons'Anson Jones Lodge, Friendswood Historical Society, Heritage Gardeners, Friendswood Fine Arts, and an Art Group. Friendswood historian, Ms.Joycina Baker,was in attendance at the meeting. Ms. Capps reported that following the first two stakeholder meetings, she received positive comments from participants stating they felt their participation at the meeting was purposeful and meaningful. Karen Capps also reported that a test survey was emailed to the Board. The public survey will be emailed to over 10,000 persons through the City's email database of persons who have voluntarily subscribed to receive City news and notifications. There will also be a link to the survey posted on the City's website. 5. Financial report Karen Capps reported that March sales tax revenue was$35,422. One expenditure in the amount of $125,400 was paid to AT&T for the second phase of Project Poles and Wires Removal. The ending fund balance as of March 31, 2018 was$281,889. 6. Staff updates Karen Capps reported that the Court of Appeals ruled in favor of the City regarding the plaintiff's sales tax election lawsuit. Phase 11 of Project Poles and Wires Removal is underway and equipment can be r seen on the vacant lot next to the library. It was discovered by AT&T that a Comcast cable will need to r� be moved which is being addressed. 7. Member Comments Dr. Rebecca Hillenburg stated that the Board is moving forward and accomplishing their mission. Dr. Pat McGinnis reported that his neighbors provided positive feedback regarding their attendance and participation at the Downtown Improvement Plan stakeholder meetings. Ron Cox reported that he gave a presentation about the Friendswood Downtown EDC to Friendswood Rotary Club on April 4 and will give another presentation on April 12 that is sponsored by the Friends of Downtown Friendswood Association. 8.
